OBO seeks an experienced contract compliance professional, with proven experience as a change agent, to provide strategic direction and leadership for its Contract Compliance Division which is responsible for setting MWSBE and DBE contract goals and for the performance of all compliance functions including MWSBE, prevailing wage and equal employment opportunity compliance on relevant City contracts. Compliance Supervisor will manage a diverse team of compliance specialists and must be adept at managing and coaching seasoned professionals.
The Compliance Supervisor responsibilities will include, but are not limited to, the following: Compliance and Supervision
- Ensures City contracts are effectively and efficiently monitored using industry best practices and tools.
- Directs and supervises the work of compliance specialists.
- Works with Division Manager to enhance, maintain, and enforce division policies and procedures, standard operating procedures for compliance monitoring and enforcement, and training materials.
- Analyzes projects for final close out, ensuring all internal and external processes and standard operating procedures have been followed throughout project life cycle.
- Proactively analyzes and reports investigative findings on City projects.
- Audits all functions of the compliance division monthly to determine if all standard operating procedures are being followed and make any recommendations regarding trending or adjustments.
- Benchmarks OBO’s current contract compliance practices in comparison to industry standards and best practices.
- Provides recommendations to Division Manager regarding governing Ordinance, program or policy changes.
- Represents the Division Manager at inter- and intra-departmental meetings and conferences, as requested, to provide information about division programs and services.
Reporting and Analytics
- Creates and maintains monthly monitoring reports based on data from multiple databases.
- Analyzes data to determine trends in contract and employee performance and create reports.
- Evaluates division systems used in contract compliance to assess utility and make suggestions and recommendations for any changes in coordination with the Department’s Reporting and Analytics Staff Analyst.
Ad Hoc
- Conducts trainings and presentations for direct reports, City staff, and the contracting community.
- Handles all confidential information appropriately.
- Performs special projects, as needed, and other position related duties as assigned.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. The are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor’s Degree in Business Administration, Public Administration, Liberal Arts or a related field.
EXPERIENCE REQUIREMENTS Four years of responsible administrative experience, preferably in MWBE in certification, are required.
Directly related professional experience related to the type of work to be performed may be substituted for the education requirement on a year-for-year basis.

- Good judgment and an ability to make recommendations to leadership and defend your position while working with subjective information.
- Understanding of federal, state, and local government contracts and procurement process.
- Written and oral fluency in Spanish.
