Program Specialist- Motor Vehicle Department of Revenue DOR’s Vision: To establish an environment that fosters confidence and trust by successfully utilizing technology, employing resources, and meeting customer needs HOW THIS POSITION SUPPORTS THE DEPARTMENT’S VISION: This is a position for the Motor Vehicle and Driver Licensing Division, Motor Vehicle Bureau and is accountable for assisting bureau managers and administrator in the ongoing direction of the Department’s Vision, Mission and Values. This position will perform administrative research, analysis, and/or evaluation in support of the Department’s programs and operations. This administrative position will perform research, analysis, and reviews for projects and data-to-day operations of the Department. This is a fast-paced position and workload. The State of Missouri is an equal opportunity employer. DUTIES PERFORMED TO SUPPORT THE DEPARTMENT’S VISION: - Conduct research and analysis of suspected fraud, violations, and incidents
- Interview individuals to obtain documentation and evidence. Record and document findings based on research of documentation and interviews
- Identify, analyze, and improve existing business processes with the Motor Vehicle Bureaus to meet new goals and objectives, and identify areas of risk or susceptibility to fraud
- Review and or revise programs to ensure compliance of operations with laws regulations, policies, plans and procedures
- Participate in the development, implementation, or interpretation of new or revised program, departmental, or legislative initiatives including Fiscal Note(s)
- Compose correspondence to answer complex inquiries and initiate actions resulting from research and administrative decision(s)
- Interpret raw data and use analysis skills and tools to come to meaningful conclusions and develop actionable insights
- Write reports based on their findings and communicate findings to key team members
- Analyze motor vehicle data to ensure data is clean and accurate
- Collect data and work to understand problems within the Division and identify solutions
- Examine data sets and create visual charts to identify trends and correlations
- Use algorithms and predictive models to create better processes
- Utilize phone to be able to answer questions on all mailed out or received correspondence
- Plan, develop and implement projects including writing business cases, business decision documents, business decision requirements and workplans

QUALIFICATIONS: - Possession of a high school diploma, or high school equivalency certificate
- Bachelor’s degree and 1-3 years of relevant experience and/or appropriate certification. (Substitutions may be allowed.)
- Knowledge of research methods and analysis; and statistical software.
- Ability to perform basic queries and analysis of data.
- Organized, methodical approach to problem-solving
- Project management knowledge and skills is considered an asset
