You will assist agencies in developing and implementing 5-year facilities’ plans, assist in the creation of CI budgets, oversee job order contracts (JOC), construction services, and emergency projects. This position is with the Office of Administration Division of Facilities Management, Design, and Construction (OA-FMDC) in the CI Planning Unit within the Planning & Real Estate Services Team. - Prioritize excellent customer service for a wide and diverse network of internal and external stakeholders, including but not limited to internal teams, state agencies, state officials, contractors, and the public.
- Act upon feedback for continuous improvement and drive operational efficiency by optimizing resources to reduce costs and improve performance.
- Collaborate with state agencies and internal teams to develop a strong planning framework, maintain and prioritize short- and long-term capital asset plans, generate five-year master plans, complete project requests, and implement funding strategies, ensuring expenditures align with strategic goals.
- Achieve successful completion of multiple projects by working closely with internal teams, state agency representatives, and contractors to ensure projects are completed in alignment with program objectives and stakeholder expectations.
- Assist with the creation of the annual CI budgets, job order contracts (JOC), construction services, and emergency projects.
- Enter and update information in the Capital Improvement Budget Request (CIBR) system.
- Prepare and manage project documentation, including reports, progress updates, and records.
- Follow all OA-FMDC health and safety protocols in addition to OSHA standards.
- Complete other duties and projects as assigned.
- Ability to communicate, collaborate, and lead with integrity in a manner that prioritizes excellent customer service, inspires trust, and builds positive rapport.
- Excellent time management, organizational, communication, and planning capabilities to manage multiple competing priorities and objectives.
- Knowledge of the principles and concepts of: Facilities Management, Project Management, and Construction Cost Estimating.
- Understanding of business principles including continuous improvement and operational excellence, Chapter 8 procurement, and administration of construction budgets.
- Proficiency in capital asset management and strategic planning with the ability to maximize efficiency in benefit, cost, and risk analysis when proposing solutions.
- A bachelor’s degree in engineering, architecture, construction, or business. (Substitutions may be allowed)
- Three (3) or more years of experience in project design, project management, construction, or related experience.
- Three (3) to five (5) years of facility capital improvement experience preferred.
- Possess and maintain a valid driver’s license from Missouri or from an adjacent state if you reside outside of Missouri.

If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. *This position is physically demanding. Examples of job duties may include prolonged periods of walking/standing/sitting/bending/driving, climbing ladders, ability to lift/carry up to 50 pounds, working in inclement weather and working on uneven or elevated surfaces.
