    Description

    This poisition is responsible for serving as a unifying force and conduit between the various entities engaged in creating and sustaining a healthy economic ecosystem with a goal to:

    • Improve the overall Quality-of-Life and Quality-of-Place for current and future Nassau County Residents; and,
    • Support a unified and coordinated presence in the execution of various economic development services provided by local, regional, and state partner organizations/agencies; and,
    • Implement the directives and priorities of the Nassau County Board of Commissioners; and,
    • Nurture a more resilient, sustainable, equitable, and prosperous local economic ecosystem, through consensus building, coordination and leveraging of resources; and,
    • Support efforts to expand and diversify the local economy; and,
    • Support efforts to increase employment opportunities and workforce development activities that create long-term value for the community; and,
    • Support efforts to retain and expand existing businesses; and,
    • Support small business development and expansion.

    Responsibilities may include coordinating, directing, and implementing programs and projects that support commercial, office, mixed-use, and industrial development; workforce development; the attraction of and assistance to domestic and international businesses; small business development initiatives; organizing, leveraging, and coordinating local and regional partners, and/or other

    Examples of Duties

    Serves as the point-of-contact for the Board of County Commissioners and the County Manager’s Office as it relates to providing a unified and coordinated presence in the execution of various economic development initiatives and coordinated efforts with local, regional, and state partners. The position requires considerable independent judgment and initiative in combining a broad scope of analytical and professional-level work which includes, among others:

    • Manages the Nassau Prosperity Alliance (NPA) including coordinating meetings; the provision of information to and from NPA partners on County initiatives; the preparation of quarterly reports; and the preparation of an annual publication summarizing the state of the local economic ecosystem.
    • Directs public education campaigns through communication, outreach, and community engagement to advance the County’s strategic initiatives.
    • Researches, prepares, and submits grant applications to help fund infrastructure projects that drive job creation and capital investment.
    • Responds to data inquires from, and provides clear guidance to, prospective employers regarding zoning and land use entitlements and development review processes.
    • Facilitates interdepartmental collaboration to identify issues, resolve conflicts, and maintain timely approvals for targeted industries.
    • Supports an update of the County’s Economic Development Element in the Comprehensive Plan. Support efforts to create, implement, administer, and proactively evolve a County-wide comprehensive economic development strategic plan and ongoing performance monitoring.
    • Facilitates strong relationships among and between the community’s civic, business and local/regional economic development networks/partners.
    • Coordinates the evaluation of public-private partnerships, economic development incentives, and strategic investments to spur economic expansion, diversification, and resiliency.
    • Coordinates and supports partner agencies in small business development/expansion, workforce development, response to development leads/projects, development and maintenance of pertinent business/workforce data and key indicators,
    • Manages and serves as the point of contact for evolving, implementing, and monitoring economic development incentives offered by the Board of County Commissioners.
    • Tracks and reports County's economic development activities and economic ecosystem metrics on a routine, scheduled basis.
    • In coordination with partner organizations/agencies, coordinate the identification, assessment and development of competitive business/industry sites.
    • Addresses inquiries from the public, elected and appointed officials, and others relative to economic development activities.
    • In coordination with and in support of partner organizations/agencies, communicates local and state economic development programs to perspective businesses, site selectors, and corporate entities.
    • Coordinates and supports partner agencies in the initiation and execution of business development projects from start to finish.
    • Coordinates and supports partner agencies in business retention and attraction activities including business outreach, site visits, marketing/promotional materials, and business assistance.
    • Makes presentations, meets, and/or works with public and private sector groups to advance the County's economic development objectives and develop strategic relationships.
    • Develops and monitors program consultants and budgets.
    • Manages the development and implementation of County goals, objectives, policies and priorities.
    • Makes other presentations as required.
    • Interacts and effectively communicates with various groups and individuals such as County Manager, Board of County Commissioners, Constitutional Officers, other County employees, various other Local, State and Federal agencies, personnel in other jurisdictions, vendors, consultants, contractors, business/property owners and citizens.
    • Attends required meetings, conferences, training courses and seminars to maintain knowledge of industry trends and technology.
    • Performs a variety of routine administrative duties, as well as administrative duties as assigned.
    • May operate vehicle and a variety of equipment, which may include a computer, printer, telephone, calculator, copier, fax machine, other office equipment.
    • Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.
    • Performs other duties as required.

    Typical Qualifications

    Requires a Bachelor’s Degree in Public Administration, Management, Business, Economic Development, Urban Planning, or related field and five (5) years of progressively responsible experience in economic development, community development, urban planning, or delivery of projects and initiatives in a public sector environment, or a combination of education, training and experience that provides the required knowledge, skills, and abilities. A valid State Driver’s License is required.

    Preference may be given to candidates with:
    • Experience in local government management with expertise in planning and development review; and/or
    • Three or more years of supervisory or management experience; and/or,
    • Experience working in Florida; and/or
    • Functional capacity to productively utilize the Adobe Creative Cloud suite of products.


    Supplemental Information

    • Knowledge of the methods, procedures and policies of Nassau County as they pertain to the performance duties of the Economic Resources Manager.
    • Strong interpersonal and communication skills, both verbal and written, to deal with the public and staff.

    • Knowledge of current and emerging trends in technologies.

    • Ability to analyze and interpret data and prepare reports, statements, charts, graphs and/or projections.

    • Knowledge of the functions and interrelationships of County and other Governmental operations.
    • Knowledge of administrative principles involving developing, coordinating and supervising a wide range of activities.
    • Ability to analyze a variety of administrative, operational and fiscal problems and to make sound recommendations for solutions.
    • Ability to ensure Department and County compliance with policies, laws and regulations.
    • Ability to communicate effectively, tactfully and persuasively with members of the general public, subordinates and other County staff in difficult situations, both orally and in writing.
    • Ability to plan, organize and prioritize daily assignments and work activities.
    • Ability to make public presentations.
    • Ability to facilitate teams and work groups in the resolution of issues and realization of goals and objectives.
    • Ability to establish and maintain effective working relationships with co-workers, elected officials, community interest groups and the general public.
    • Ability to assemble information and prepare reports and records in a concise, clear and effective manner.
    • Ability to maintain confidentiality as required.

    FLORIDA RETIREMENT SYSTEM (FRS) The Florida Retirement System is a retirement plan designed to provide an income to a vested employee and his/her family when the employee retires, becomes partially or totally disabled, or dies prior to retirement.
