The Tulare County Health & Human Services Agency (HHSA) is currently recruiting for a Division Manager-HHS Behavioral Health to join the Behavioral Health Branch. The successful candidate will plan, develop, organize, coordinate, and monitor innovative behavioral health services and funding development. The Division Manager-HHS Behavioral Health is an at-will employee, reporting to the Deputy Director of Behavioral Health or Deputy Director of Behavioral Health Clinical Services.
The incumbent in this position will administer, oversee, and direct all functional areas of the behavioral health programs. Knowledge of the provisions of Medi-Cal, the State Mental Health Plan, the Alcohol and Other Drug Plan, medical reimbursement methodologies, and public fiscal and budget management is essential. Projects may include gathering, analyzing, and organizing data to arrive at recommendations and solutions; read, interpret, and apply laws, rules, and regulations; and prepare clear and concise reports, correspondence, and written materials. The successful candidate will also help administer behavioral health services in formulating long- and short-range goals, objectives, and operating plans that support the Branch's mission.
The Division Manager-HHS Behavioral Health is expected to establish and maintain effective working relationships with staff, interest groups, officials, managed health care and health care providers, regulatory agencies, divisions, departments, and boards. The ability to work effectively and make decisions in stressful and emergency situations is a must. Other duties include speaking effectively before boards, committees, health providers, interest groups, and others. Additionally, the Division Manager will communicate effectively with people from diverse ethnic and socioeconomic backgrounds.
Typical DutiesKey Responsibilities - Administer, oversee, and direct all functional areas of the Behavioral Health Branch of the Health & Human Services Agency.
- Implement the Agency and Branch operating policy.
- Develop, implement, and interpret Branch policies pertaining to operating, fiscal, marketing, and provider/health services policies.
- Interpret, implement, and oversee managed care and professional contracts and agreements.
- Ensure that all activities relating to compliance with governmental regulations, reporting requirements, and other related administrative and personnel matters are performed in a cost-effective, accurate, and timely manner.
Minimum QualificationsRequired Qualifications Candidates must meet the qualifications listed below by the application deadline .
- Bachelor’s degree from an accredited college or university with major course work in social services, public health, health administration, behavioral health, business or public administration, or a closely related field.
- Two years of increasingly responsible administrative or managerial experience involving supervision and providing direction and oversight of programs, business practices, policies and procedures, and budget management in a health and human services and/or public service setting.
Equivalencies - Equivalent to an AA degree from an accredited college or university with major coursework in social services, public health, health administration, behavioral health, business or public administration, or a closely related field and two years of directly related, program-specific experience
- Two years of increasingly responsible administrative or managerial experience involving supervision and providing direction and oversight of programs, business practices, policies and procedures, and budget management in a health and human services and/or public service setting
Additional InformationConditions of Employment- Possession of, or ability to obtain, an appropriate, valid California driver's license. Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may be conducted. Some job classes may also require a physical exam.

. Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave : 12 set days and 1 personal holiday.
Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Career Incentive Pay Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below. Excludes Fire Battalion Chiefs.
