DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Staff Analyst provides analytical and administrative support across various programs and bureaus within Public Health Services. This role leverages data to enhance operational efficiency, inform decision-making, and drive procedural improvements. The ideal candidate will have strong communication skills, an analytical mindset, and the ability to collaborate with cross-functional teams to achieve organizational goals. This role requires a proactive, results-oriented individual who can balance administrative tasks with analysis while ensuring alignment with public health objectives and regulatory standards.
ESSENTIAL FUNCTIONS INCLUDE: - Serve as the primary point of contact for EPIC-related activities, reporting, and ensuring clear communication and collaboration with all stakeholders.
- Lead the coordination and implementation of system enhancement packs in EPIC and other systems, aligning enhancements with operational and strategic goals.
- Notify relevant users about system changes, enhancements, and updates, and organize training sessions to ensure smooth adoption and support.
- Collaborate with internal teams, program/bureau heads, and external partners to meet program objectives and maintain alignment with health department goals.
- Maintain clear documentation on system enhancements, training materials, and user feedback, evaluating effectiveness and suggesting improvements.
- Lead meetings, training sessions, and presentations to align stakeholders on project goals, compliance standards, and best practices.
- Develop and distribute guidance documents supporting policy and procedural implementations.
- Plan, develop, and manage multiple projects, ensuring timely completion within scope.
- Supervise and mentor staff, providing leadership and ensuring resources for team success.
- Ensure compliance with regulatory standards by maintaining and updating procedural manuals.
- Provide administrative support to other programs/bureaus as needed and assist with logistics coordination.
- Assess and improve processes, developing new procedures to increase efficiency and enhance compliance.
- Conduct program application reviews and provide feedback to ensure compliance with standards.
- Prepare reports, documents, and presentations, demonstrating strong written and verbal communication.
- Manage multiple priorities in a fast-paced environment while meeting deadlines.
- Stay informed of regulatory compliance standards and contribute to policy development.
- Evaluate program performance and recommend improvements based on data-driven insights.
WORKING CONDITIONS There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The position is physically comfortable, the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS A valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).
PREFERENCES**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
