    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    PHYSICAL WORK ADDRESS: Accounts Payable, TPWD HQ, 4200 Smith School Road, Austin, Texas, 78744

    GENERAL DESCRIPTION :

    Under the direction of the Accounts Payable Manager, this position performs moderately complex (journey-level) accounting work. Processes daily transaction in one or more specialized functional areas of Accounts Payable (AP): credit cards, leases, petty cash, refunds, statement review/research, utilities into the agency's internal accounting system Centralized Accounting and Payroll/Personnel System (CAPPS), or direct entry into the Uniform Statewide Accounting System (USAS). Troubleshoots problems related to auditing, matching, tracking, and resolution of AP issues. Trains entry-level accountants and assists with special projects as needed. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Accounting, Finance, or Business.

    Experience :

    One year experience in accounts payable, accounting, or financial operations.

    Licensure :

    Must possess a valid State driver's license.

    ACCEPTABLE SUBSTITUTIONS :

    Education :

    One year of experience in accounts payable, accounting, or financial operations, may substitute for 30 semester hours of the required education, with a maximum substitution of 120 semester hours.

    PREFERRED QUALIFICATIONS :

    Experience :

    Experience with accounting systems such as Uniform Statewide Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS).

    Experience with FileZilla software.

    Experience with Engie Impact.

    Experience handling large datasets utilizing MS Excel.

    Experience in accounts payable or accounting at a State of Texas agency or university.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of accounting principles and procedures.

    Knowledge of budget controls, purchasing methods and procedures.

    Knowledge of Centralized Accounting and Payroll/Personnel System (CAPPS).

    Knowledge of Uniform Statewide Accounting System (USAS).

    Knowledge of Texas Comptroller object codes and definitions, vendor codes, applicable Texas purchasing codes and funding codes applicable to the processing of payments.

    Skill in using MS Word, Excel and Outlook.

    Skill in effective verbal and written communication.

    Skill in utilizing Excel to analyze data and report findings in the most efficient and effective manner.

    Skill in using standard office equipment.

    Skill in ascertaining areas to be considered confidential and maintaining confidentiality in sensitive matters.

    Skill in making independent, sound and timely decisions.

    Skill in training others.

    Ability to use office procedures, administrative principles, general bookkeeping and accounting practices.

    Ability to accurately follow instructions and resolve routine problems.

    Ability to identify errors while taking and/or recommending appropriate corrective actions.

    Ability to maintain records and work accurately with numerical details in a high volume setting.

    Ability to utilize organizational policies, procedures, and state laws.

    Ability to analyze, consolidate, and interpret accounting data.

    Ability to plan and arrange workload tasks to meet deadlines.

    Ability to work under stressful conditions.

    WORKING CONDITIONS :

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work on holidays, weekends, and hours other than 8:00 a.m. to 5:00 p.m. as necessary.

    Required to work overtime as necessary.

    Required to perform manual labor including, lifting supplies and materials up to 50 lbs.

    May be required to operate a State vehicle.

    Fragrance-free work environment in Accounts Payable department.

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

    Non-smoking environment in State buildings and vehicles.
