What you’ll do: - Supports and cross trains with the Asst. Director for Budget.
- Supervises three professional staff with statewide duties.
- Develops and presents funding and policy recommendations.
- Reviews and approves staff work related to budget recommendations, appropriation bills, bill reviews, legislative analysis and policy development.
- Directs staff in the examination of the programs and budgets of assigned state agencies.
- Guides analysts in terms of setting priorities for items/issues to be analyzed.
- Participates in development of policies and procedures for preparation of the Executive Budget.
- Directs the coordination of fiscal and statistical data for use in budgetary evaluation.
- Provides technical advice and assists agency officials in the preparation of departmental budgets, including interpretation of budget policies and processes.
- Works with House, Senate, departments, and Governor’s Office staff.
- Trains new staff on budget, legislation, planning, and policy development.
- Prepares fiscal note responses and reviews fiscal note responses prepared by analysts.
- Performs proactive information gathering regarding important developments in other states (budget and legislative) that could impact Missouri.
- Responds to information requests.
- Provides backup of all analyst duties at times when analysts are on leave, whether short- or long-term.
- Works collaboratively with state departments to drive change to improve state government functions and workforce experience.
All you need for success: Preferred Knowledge, Skills and Abilities: This position requires frequent communication with management, other government employees, elected officials, and the general public. The position requires advanced knowledge of:
- Comprehensive knowledge of the principles and practices of Missouri budgeting.
- Comprehensive knowledge of managerial techniques and administrative practices.
- Ability to review, analyze, interpret, and /or prepare federal and state laws, rules, regulations, policies, and procedures as related to assigned programs.
- Ability to formulate and initiate plans and procedures for the effective establishment and maintenance of fiscal controls and direct their application.
- Ability to analyze and evaluate policies and operations, and formulate recommendations.
- Ability to provide leadership and supervision to professional, technical, and related program staff.
- SAM II and Missouri budgeting systems.
- Research methodology including the use of statistics and data collection.
- Legislative and fiscal note processes.
- Understanding of basic economic principles
Skills related to the position include the ability to effectively organize and present the results of research and analysis and to establish and maintain effective working relationships with co-workers, agency officials, Executive Office staff, and legislative staff.
Minimum Qualifications - For this opening prior Budget and Planning experience is desired.
- When applicable, equivalent substitutions will be allowed for deficiencies in experience or education.
- Master’s degree preferred.
