    GENERAL DESCRIPTION :

    The Support Resources Division is seeking a dynamic and detail-oriented Management Analyst to join our Policy team. This position plays a critical role in analyzing, developing, and implementing policies, procedures, and other documents that support TPWD's mission of protecting and managing the state's natural resources. The successful candidate will serve as a key liaison between various internal stakeholders while ensuring organizational efficiency.

    Under the supervision of the Policy Manager, this position performs complex (journey-level) professional organizational analysis work. Responsible for collecting and analyzing data in workload, operations, and administration. Researching historical, current, and projected documents to identify problems, causes, and areas for procedural or operational changes/improvements. Developing and revising agencywide policies, procedures, manuals, and plans. Assisting in the development or revision of TPW Commission policies and Support Resources Division branch and division documents. Providing consultative services and technical assistance across agency divisions to resolve problems, develop best practices, and create efficiency. Identifying, tracking, and monitoring legislation that may have policy impacts on the agency and developing or revising policies as directed by passed legislation. Completing special projects as assigned.

    Additionally, this position participates on internal and external committees and select interview panels. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.; and perform additional related work as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.

    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree.

    Experience :

    Two years full-time experience in policy development and administration, methods analysis, management, or organizational development work.

    ACCEPTABLE SUBSTITUTIONS :

    Education :

    One additional year of full-time experience in policy development and administration, methods analysis, management, or organizational development work may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.

    Experience :

    Graduation from an accredited college or university with a master's degree may substitute for one year of the required experience.

    PREFERRED QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Policy, or closely related field.

    Experience :

    Four years of full-time experience in policy development, policy administration, or organizational development.

    Two years of experience in performing government policy development or administration.

    One year of experience in web accessibility.

    Licensure :

    PMP, PMI-PBA

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of public or governmental agency administrative practices.

    Knowledge of methods and procedures analysis techniques.

    Knowledge of work simplification methods.

    Knowledge of forms and records design and control procedures.

    Knowledge of electronic information resources (EIR) accessibility requirements.

    Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.

    Knowledge of strategic planning and project management, process management, process mapping, and scheduling.

    Skill in MS 365 Suite (e.g., Teams, Word, Excel, Forms, OneDrive, PowerPoint) and Adobe Pro.

    Skill in coordinating projects, problem solving, and working with changing priorities.

    Skill in effective verbal and written communication.

    Skill in technical writing, proofreading, and editing documents.

    Skill in remediating documents for accessibility.

    Skill in developing training materials and PowerPoint presentations.

    Ability to evaluate policy systems, procedures, and complex written material and make recommendations for improvement.

    Ability to develop, implement, and interpret policies and procedures, and to write and revise standards.

    Ability to evaluate problems and develop and present solutions.

    Ability to research, understand, and interpret statutes and regulations.

    Ability to establish schedules, meet deadlines, and work with changing priorities.

    Ability to work independently with little or no supervision.

    Ability to work as a member of a team.

    Ability to communicate effectively with individuals from varied educational and professional backgrounds.

    WORKING CONDITIONS :

    Standard work hours 8:00 a.m. to 5:00 p.m., Monday through Friday.

    May be required to work overtime as necessary.

    May be required to travel < 10% with possible overnight stays.

    May be required to operate a state vehicle.

    Non-smoking environment in state buildings and vehicles.

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures.
