JOB SUMMARY The City of Manhattan Beach is actively seeking an experienced Budget and Financial Analyst to join our Finance Team. Under general supervision, the Budget & Financial Analyst performs professional financial analysis and budget analysis functions involving the preparation and reconciliation of budgeting and financial records; administers financial system applications; conducts internal audits; prepares worksheets and analyzes data as part of the budget process; and performs other related duties as assigned.

- Coordinates, prepares, oversees, and performs professional-level analytic work in such areas as budget review and development, financial administration and reporting, revenue collection and allocation, management analysis, and program evaluation.
- Coordinates the preparation and administration of the annual Citywide operating budget, the capital improvement budget, the mid-year budget report, and budget amendments as required.
- Administers budget performance systems, provides procedures and instructions for budget input and preparation, directs and implements modifications to the budget, and assists in preparing long-range financial plans.
- Conducts analytical studies of complex and sensitive financial or organizational issues; analyzes proposals for immediate and long-term policy and fiscal impacts on specific departmental operations and on a citywide basis; makes recommendations based on findings.
- Assists other City staff in the preparation of staff reports having fiscal and/or budgetary impacts. Prepares reports for management review; assists in the preparation of, and reviews, organizational performance data for reports.
- Prepares monthly capital project expenditure reports; creates and tracks project numbers; meets with Engineering Division to discuss project close-out and carry-forwards to the following year budget.
- Prepares customized financial management reports and recommends corrective actions for resolution of budget performance issues.
- Assists with oversight of budget and position control; performs budget projections and variance analysis with actual versus budget data.
- Participates in the maintenance and reconciliation of a variety of ledgers, reports and records, ensuring accuracy and journal entry postings.
- Monitors and tracks grant activity for audit purposes; assists with the verification of grant transaction coding and year-end reconciliation.
- Conducts City-wide special projects and studies as needed.
- Monitors, analyzes reports, develops plans, makes recommendations, and implements changes concerning State and other governmental laws and regulations.
- Analyzes and reviews financial data to develop forecasts, trends, and recommendations.
- Prepares a variety of complex analytical, statistical, and narrative reports and correspondence.
- Serves as a resource for City staff in resolving fiscal and analytical questions and problems.
- Assists with the completion of the City’s Comprehensive Annual Financial Report (ACFR) and various other financial reports and audits.
- Audits and maintains files and records; prepares periodic reports with statistical and financial data for internal and external uses.
- Assists in the fiscal year-end closing and reconciliations, and assists with maintaining internal controls.
- May provide technical or supervisory direction to other technical or administrative staff.
- Performs other related duties as required.
MINIMUM QUALIFICATION GUIDELINES Education/Training/Experience: - Requires a Bachelor’s degree from an accredited college with major coursework in finance, accounting, economics, business administration, public administration, or a related field AND three (3) years of full-time experience in the preparation and maintenance of financial and related statistical records, financial analysis, budgeting or accounting.
- Experience in a public agency is highly desirable. Experience assisting with budget preparation and/or administration is desirable.
Licenses/Certificates/Special Requirements: - In accordance with California Government Code Section 3100, City of Manhattan Beach employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.
Knowledge of: Principles and practices of general and governmental accounting, budget preparation and monitoring, expenditure control, accounts payable and receivable, cash flow, and revenue forecasting; fiscal recordkeeping, payroll, and journal entries; fiduciary fund accounting and reporting; applicable Federal, State, and local laws, codes, and regulations; automated financial management and accounting systems; financial reporting methods, techniques, and procedures; operating modern office equipment and communication tools.
Ability to: Operate a computer and financial software system to prepare manual and computerized financial reports, maintain ledgers and journals, and analyze fiscal data and draw logical conclusions; analyze, interpret, summarize, and present administrative and technical information and data in an effective manner; prepare clear and concise reports, correspondence, policies, procedures, and other written materials; organize work independently, set priorities, meet critical deadlines, and follow-up on assignments; perform assignments with accuracy and attention to detail; communicate clearly and concisely both verbally and in writing.

Part-time employees are enrolled in PARS (Public Alternate Retirement System). All part-time and seasonal employees contribute 7.5% each pay period on a pre-tax basis. If an employee reaches 1,000 hours within a fiscal year (July 1st to June 30th) or is already a CalPERS member, then they are enrolled in CalPERS (Public Employees Retirement System).
The City complies with California Labor Code 245-249 by providing paid sick leave for part-time hourly employees accordingly.
The City of Manhattan Beach does not provide medical/dental/vision benefits to part-time employees. Eligible employees enrolled in CalPERS may opt into a CalPERS medical plan.
