Cole County. Semi-monthly salary : The current rate for this position is
$3,638.31 . Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).

Why you’ll love this position: As the Interoperability Manager, you will contribute to MO HealthNet’s mission to build a best-in-class Medicaid program that addresses the needs of Missouri’s most vulnerable population in a way that is financially sustainable. This position is the healthcare interoperability subject matter expert for MO HealthNet. The Interoperability Manager oversees various interoperability initiatives, particularly around the development of a Missouri Health Data Utility.
Your leadership experience will not only support this important work, but it will also invite you to be a key player in the partnerships between ITSD, MO HealthNet, other DSS divisions, and our sister departments, as well.
- Be the subject matter expert on standards-based interoperability.
- Ensure compliance with federal and state laws and regulations and guidance issued from the Centers for Medicare & Medicaid Services (CMS) related to interoperability.
- Advise Information Services and other MO HealthNet units on the procurement of solutions that use interoperable standards and/or address interoperability requirements.
- Oversee the Health Information Network (HIN) services contracts, including projects implemented under the contracts.
- Design, develop, and implement a Health Data Utility that meets the needs of the Missouri Medicaid Enterprise.
- Acquire federal funding for interoperability initiatives.
- Participate in internal, statewide, and national workgroups, oversight boards and steering committees.
- Manage relationships with internal and external partners, including technology vendors.
Minimum Qualifications:Bachelor’s Degree and 6 or more years of professional experience Six or more years of professional experience, preferably in Medicaid, social services, and/or healthcare.
Preferred Qualifications: - Ability to read and interpret state and federal laws, regulations, and rules related to interoperability
- Ability to think independently, and solve problems quickly and creatively
- Ability to effectively communicate with a variety of people, both orally and in writing. Written communication may include reports and requests for proposals.
- Ability to self-organize and prioritize work in an ever-changing environment
- Strong understanding of project management with multiple stakeholders and competing deadlines. This includes understanding how to bridge various lines of work, timeline development, project organization, risk mitigation, quality assurance, technical proficiency, and a drive for progress.
- An understanding of Human Centered Design methodologies.
- An understanding of providing support and guidance to contractors for project execution and completion.
- Demonstrate moderate understanding of data transformation, data quality and standards.
- Ability to stay up to date on regional and national trends within the health interoperability space.
- Act as an educator and champion for interoperability internally and with external stakeholders.
- Basic understanding of the Missouri healthcare landscape with a focus on the Medicaid population.
