The Missouri Department of Mental Health (DMH), Division of Developmental Disabilities (DDD) seeks a Performance Reporting Specialist to be located in Jefferson City, Missouri. This position will be part of the Federal Programs Unit (FPU) within the Division of DDD.
The base salary offered for this position is up to $66,938.40, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.
This is an elevated project management and senior management advisory position within DDD. This position is directly responsible for managing large-scale and complex quality and performance reporting initiatives for the Division’s Federal Programs, including but not limited to: State Plan Targeted Case Management, State Plan DD Health Home, and the Division’s four 1915(c) Home and Community-Based Services Waivers. This position will have an integral role in transforming and enhancing the Division’s quality assurance and performance reporting functions.
This position is responsible for:
- Ensuring data, reporting methodology, and performance measures are accurate and meet all applicable state and federal requirements.
- Developing data-driven strategies to anticipate, identify, and mitigate risks impacting program performance and integrity.
- Facilitating the division’s activities related to state and federal audits, analyzing audit findings to identify compliance related trends, developing program strategies for remediation with applicable leaders of the subject matter, and monitoring strategic implementations to ensure compliance.
- Developing initial and ongoing training related to state and federal program performance requirements and reporting. Ensure division leadership and subject matter experts display competency with quality and performance reporting requirements, especially those that have direct and/or indirect impacts on performance measures.
- Developing, maintaining, and utilizing multiple complex systems, databases, dashboards, and/or forms to enter data, monitor compliance, and complete performance reporting efficiently.
- Serving as the senior advisor to division leadership for information related to program performance reporting requirements from sources of significant interest, including but not limited to: Centers for Medicare and Medicaid Services, Department of Social Services (Medicaid Authority), National Association of State Directors of Developmental Disabilities Services, Missouri’s Actuary, etc.
- Conducting research and completing other complex federal initiative tasks as requested.
Bachelor’s Degree and three years of professional relevant experience in mental health, education, social services, public administration or a closely related area.
Knowledge, Skills, & Abilities:
- Ability to interpret, explain, and train on complex policies, laws, regulations and operating procedures.
- Advanced knowledge of applicable state and federal authorities (i.e. Code of State Regulations, Code of Federal Regulations, Department Operating Regulations, Division Guidelines, Division Policy and Procedures, Memorandum of Understandings, etc.)
- Autonomously direct multiple large-scale project management initiatives simultaneously.
- Excellent verbal and written communication skills.
- Well-developed analytical, time management, and organizational skills.
- Proficiency with excel, Tableau, SQL, Integrated Quality Management Functions Database, CMS Portal, CIMOR, and other databases.
