ABOUT THE POSITIONThe Senior Transportation Planner oversees planning, project and program development, community engagement, and consensus building for a variety of mobility-related initiatives and projects, including but not limited to multimodal transportation plans, roadway safety improvement programs, transportation review of development, and active transportation initiatives.
This position will enlist and manage technical consultant services as needed and will collaborate with other County departments and local governmental agencies, community groups, consultants, and other stakeholders in the development and execution of multimodal transportation improvement programs, projects, and initiatives.
Primary roles will include:
- Support in implementation of Vision Zero Action Plan prioritized projects (in process) and aligning work with existing County policies, including Vision Zero, Complete Streets, and equity.
- Support in development and implementation of a Quick Build Program, including upcoming quick build pilot projects.
- Preparation of transportation and mobility planning studies and initial project development focused on safety and active transportation.
- Maintenance of and updating transportation planning documents such as Bike Ped Master Plans, Local Road Safety Plans, and Community-based transportation plans.
- Supporting transportation policy and program research and guidance, including VMT reduction and mitigation, development review, impact fee requirements, legislation, equitable access, and TDM programs.
- Programming and managing consultant contracts as needed for Transportation Division initiatives.
- Conducting community engagement and coordinating with various internal and external stakeholders to build consensus around transportation project and program objectives.
- Seeking funding opportunities and preparing grant applications, and managing grant funding for active transportation and roadway safety projects and programs.
The Senior Transportation Planner will be part of the Traffic Operations and Transportation Planning Division team and will collaborate with many functional divisions within the Department of Public Works, such as engineering, land development, accounting, and disability access. The Senior Transportation Planner is expected to exercise diplomacy, initiative, sound judgment, and expertise in administering projects and programs.
Hybrid schedule:DPW has embraced a
hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

- Experience in seeking, applying for, and managing grants and grant-funded projects/programs.
- Experience with the federal aid process, state local assistance programs, and coordination across public agencies.
- Experience with equitable community engagement practices, trade off discussions, and consensus-building.
- Strong technical writing skills.
- Strong project management skills.
- Ability to explain, both in writing and through presentation, technical planning and engineering concepts to the general public.
- Experience working in political environments and making presentations to political bodies.
QUALIFICATIONSKnowledge of: - Principles and practices and trends in transportation planning and/or urban and regional planning.
- Intensive practices and trends in transportation policy development, planning and analysis.
- Legislative developments affecting transportation planning including federal, state and local laws and ordinances.
- Difficult research, analytical and statistical methods and comprehensive cost analysis techniques.
- Research and statistical methods as applied to the collection, tabulation and analysis of data essential to transportation planning studies.
- The physical, social and economic factors involved in urban and regional planning.
Ability to:- Perform a wide range of complex to broad transportation planning functions and duties.
- Work independently and proceed with projects without established guidelines.
- Organize and conduct analytical studies; collect, tabulate and evaluate data; research findings; and prepare studies and comprehensive reports.
- Make presentations at public hearings and before community groups.
- Develop transportation plans and design and devise new methods for research and data collection.
- Understand and develop current knowledge of the principles, practices and trends in urban and regional transportation planning.
- Interpret trends and statistics affecting public transportation programs and planning.
- Prepare comprehensive reports of regional and multimodal transportation plans and research findings utilizing multiple sources of information.
- Interpret and apply laws and ordinances to transportation planning projects.
- Use spreadsheets, statistical analysis, and database software related to the work.
- Check and review the work of subordinate staff as assigned.
- Communicate effectively, orally and in writing.
MINIMUM QUALIFICATIONSAny combination of education, training and experience that provides the required knowledge and abilities. A typical way to qualify is graduation from a four-year college or university with major coursework in transportation planning, transportation engineering, transportation management, business or public administration or a closely related field and three years of professional transportation planning experience. A Master's degree with major coursework in transportation planning, transportation engineering, transportation management, business or public administration or a closely related field may substitute for up to one year of the required experience.
