Under general supervision, performs a variety of paraprofessional and technical duties involved in the administration of the City's Human Resources Department; performs technical and administrative duties related to specific human resources functions including classification and compensation, recruitment and selection, benefits, employee training and development, and employee relations; may provide administrative support to professional staff; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS This is a paraprofessional position with technical and specialized administrative responsibility in the operations of the human resources function. This classification performs a variety of human resources related assignments within broad procedural guidelines with minimal supervision and instruction. Requires specialized knowledge of citywide and Human Resources Department related policies, procedures, and practices as well as applicable federal and state laws and regulations. All responsibilities and duties must be performed in a confidential and tactful manner utilizing good judgment.
SUPERVISION RECEIVED General supervision is provided by the Human Resources Programs Managers with some assignments given by the Director of Human Resources.
SUPERVISION EXERCISED May provide supervision or lead direction to the job classifications of Human Resources Clerk I and Human Resources Clerk II and/or temporary employees.
Examples of Important and Essential FunctionsIncumbents provide general staff assistance and are assigned primary technical/administrative support in one or more specific areas of the human resources function, as described below.However, cross training is required in all areas in order to provide efficient and effective customer service.
General Office Functions
Organizes, updates, and maintains a wide variety of source data and information; assists in the formulation of program policy, goals, and procedures; collects and compiles relevant data to support a recommendation; provides responsible administrative staff assistance, including conducting specific and routine analysis of a wide range of personnel policies and programs; conducts surveys and compiles data; performs research and statistical analysis and prepares related reports, manuals, and policies; creates and maintains complex personnel records and files; prepares, audits, and processes personnel action forms; conducts new employee orientations and exit interviews;schedules pre-employment and Department of Transportation (DOT) related medical examinations; assists employees, applicants, and the general public on the telephone and in person by explaining City personnel rules, regulations, procedures, and policies; resolves complaints; solves problems to create positive outcomes; compiles and maintains data to complete reports in compliance with federal and state reporting requirements; reviews new government regulations and assures compliance; completes projects in support of employee relations activities; creates and implements written procedures for human resources functions; composes and types letters, memoranda, and reports; builds and maintains positive working relationships with the public, co-workers, and other City employees using principles of exceptional customer service;may provide technical direction and training to office support staff; and recognizes and maintains strict confidentiality.
Human Resources Information Systems Functions
May act as the department administrator for specialized software programs, such as the Human Resources module of the Finance/Human Resources information systems software and applicant tracking software programs; assists in developing application of specialized software to improve employee access of employment data; evaluates and installs personal computer software for the human resources function; creates documents utilizing word processing, spreadsheet, database, desktop publishing, presentation, and other specialized software; maintains and updates department internet and intranet websites; and may act as a department representative in citywide technology efforts.
Benefit Programs Functions
Coordinates the day-to-day operations of the City's employee benefit and insurance programs including various medical plans, a self-funded dental plan, several long term disability plans, multiple deferred compensation programs, and life insurance plan; coordinates various employee leave requests and paperwork involving Family & Medical Leave Act (FMLA), California Family Rights Act (CFRA), Health Insurance Portability and Accountability Act (HIPAA), Consolidated Omnibus Budget Reconciliation Act (COBRA), California Public Employees Retirement System (CalPERS), and coordinates with other related leaves; processes enrollment, change, and separation notification forms; resolves claims and benefit issues with employees and providers; reviews and compares contracts; evaluates and makes recommendations on cost/benefit issues; and interprets and explains benefit programs.
Recruitment, Testing, and Classification Functions
Coordinates the technical aspects of the recruitment and testing process which may include: development and placement of appropriate advertising; creation of employment announcements and brochures, supplemental questionnaires, written tests, and interview questions; schedules, coordinates, and facilitates written and performance tests, qualifications appraisal board interviews, and other types of tests, including the scoring of such tests; assists with the preparation of Council items and submits the necessary documents within posted guidelines;and assists with routine job analysis and the development/revision of new classification specifications.

Experience :Three years of increasingly responsible clerical support experience in a human resources environment with an emphasis on recruitment and testing, classification and compensation, benefits administration, and/or training and employee development as required by the specific position.Public sector experience is highly desirable.
Education :Equivalent to graduation from high school, supplemented by college coursework in business and human resources related courses or equivalent combination of education and experience.
Training : Any recent training such as academic courses and certification programs which are relevant to this job classification.
License : Certain positions may require the possession of a valid California Driver's license and a satisfactory driving record as determined by the City.
Other Requirements :Willingness and ability to work scheduled and emergency overtime; work evenings and weekends; travel and attend meetings, seminars, and classes during work and non-work hours; and work outdoors in adverse weather conditions such as in heat, cold, and rain.
