    JOB FUNCTION:
    The Data Management Analyst is responsible for providing technical and analytical support of various department functions by maintaining, creating and reporting on organizational performance and identifying areas for improvement. This position, develops, initiates, and maintains database programs, metrics and other analysis to meet department requirements and help form business decisions.

    ESSENTIAL FUNCTIONS
    All Specialties:
    • Interprets data, analyzes results using statistical techniques and provides ongoing reports.
    • Develops and implements data collection systems and other strategies that optimize statistical efficiency and data quality.
    • Acquires data from primary and secondary data sources and maintains databases/data collection systems.
    • Identifies, analyzes, and interprets trends and patterns in complex data sets.
    • Filters and "cleans" data, and reviews reports and disseminates significant amounts of information with attention to detail and accuracy.
    • Works closely with management to prioritize business and information needs.
    • Locates and defines new process improvement opportunities.
    • Works in collaboration with various SAWS key stakeholders.
    • May support various groups with the development, procurement, and maintenance of necessary contracts.
    • Support and monitor the computerized maintenance management system.
    • Generates management reports for developing business process measures.
    • May track and analyze costs for department projects.
    • May assist in the preparation of department budget.
    • Supports and implements various program initiatives.
    • Performs all duties as assigned.
    Maintenance Planning Specialty:
    • Plans water/wastewater asset inspections and assessment for remediation management, supporting activities related to sewer overflow and water loss reduction.
    • Provides specialized technical and operational support to SSO Reduction to include assessing the condition of new and existing sewer mains and structures, maintaining database records, and conducting research utilizing SAWS' standards and procedures and Pipeline Assessment and Certification Program (PACP) protocol.
    • Identifies, evaluates, ranks, and documents the condition of new and existing sewer mains and structures identified in the CCTV review process.
    • Generates work orders for required repairs identified in CCTV review process. Conducts research related to cleaning inspection observations and SSO Post Failure Analyses, verifies records, and identifies assets.
    • Compiles and evaluates data and prepares summaries and/or reports related to SSO Post Failure Analysis; maintains "Case" tracking system.
    • Assists management with coordination of daily work assignments for cleaning and televising to include generating group inspections assigned to SAWS and Contractors. Creates, assigns, and monitors preventative maintenance schedules based on cleaning scores and recommended cleaning frequencies.
    • Maintains contractor invoice database and ensures data integrity by verifying contractor invoices and sewer main cleaning video.
    • Maintains ArcMap in GIS to include creating, updating or, modifying polygons; creates and exports maps for internal customers and contractors on request.
    DECISION MAKING
    • Works under limited supervision.
    MINIMUM REQUIREMENTS
    • High School or GED and 5 years of experience in data analytics.
    • Valid Class “C” Texas Driver’s License.
    • Ability to report to work on time, maintain a good attendance record, and work all designated work schedules.
    PREFERRED QUALIFICATIONS
    • Depending on area of assignment Associate’s or Bachelor’s Degree in Business Administration, Computer Science, Mathematics, Information Management, Statistics or related field from an institution accredited by a recognized accrediting agency.
    • Experience with Crystal reports, SQL, Microsoft Access and/or other data analysis tools.

    PHYSICAL DEMANDS AND WORKING CONDITIONS
    Working conditions are mainly in an office and field environment.
    May be required to work hours other than regular schedule and at various locations depending on area of assignment.
