    Description

    Under direction, the Public Health Supervising Therapist oversees and manages one or more Medical Therapy Units within the California Children’s Services (CCS) Medical Therapy Program. This role is responsible for supervising professional therapy staff, coordinating patient care services, ensuring compliance with state and federal standards for physical and occupational therapy, and maintaining a caseload. The Supervising Therapist provides advanced clinical expertise, participates in interdisciplinary case management, and ensures high-quality therapy services to children with complex medical conditions and physical disabilities.

    Distinguishing Characteristics:
    The Supervising Therapist I is characterized by the responsibility for the operation of one or more MTU/sites, including full scope of first line supervision of staff. It is further distinguished from Supervising Therapist II in that the latter is responsible for the oversight and supervision of the Supervising Therapist I’s, ensuring compliance with Outpatient Rehab Certification Requirements (OPRC), OPRC related clinical/programmatic education, and assigned therapy program development.

    EDUCATIONAL/BILINGUAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    AGENCY/DEPARTMENT: Health Care Agency - Public Health

    Supervising Therapist I is represented by the Services Employees International Union (SEIU) and is not eligible for overtime compensation.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra-Help vacancies within the Health Care Agency. There is currently one (1) Regular, full-time vacancy at HCA Public Health Medical Therapy Program in Ventura.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Ensures productivity standards are met; reporting and billing metrics are submitted timely; and maintains accurate up to date stats
    • Oversees the day-to-day operations of the site, including caseload management to ensure prescribed orders and treatment plans are implemented and followed.
    • Maintains a caseload consistent with the standards and scope of their licensed discipline.
    • Ensures that services provided at the sites meet all state and federal standards.
    • Manages daily site operations, including scheduling and coordinating clinic conferences and related follow-up activities.
    • Ensures maintenance of required medical, caseload, and personnel records.
    • Assigns, directs, reviews and evaluates the work of staff therapists and other assigned staff.
    • Interprets programs and policies for staff, school personnel, medical personnel, and consumers.
    • Monitors and ensures staff meet established competency standards for their assigned positions.
    • Maintains appropriate staffing levels at assigned sites by coordinating and participating in hiring processes.
    • Serves as a liaison with host school principals, parent groups, medical personnel, and community partners, and provides orientation to families and staff regarding program goals, policies, and procedures.
    • Manages daily site operations to ensure a safe environment and adequate facilities and supplies.
    • Provides input to Supervising Therapist II and/or Therapy Manager regarding impact of state guidelines/laws.
    • Identifies and addresses employee performance or conduct issues and administers disciplinary action in accordance with County policies, procedures, and applicable regulations.
    • Facilitates and monitors staff development to enhance skills and performance.
    • Participates in budget planning and monitoring for assigned centers.
    • Represents the Medical Therapy Program in meetings with local education agencies, regional centers, and related organizations.
    • Performs other related duties as assigned.


    Typical Qualifications

    Education/Experience:

    A Bachelor’s Degree from an accredited school of physical therapy, occupational therapy, or proof of equivalency.

    In addition to the above, two (2) years of prior employment as a physical or occupational therapist, or one (1) year of employment in the hiring department.

    Necessary Special Requirements
    • Possession of a current valid license in any one of two (2) specialties in the hiring department, issued by the State of California. (A current valid California Physical Therapy License or Occupational Therapy License is a condition to continued employment.)
    • Possession of a current valid California driver’s license and proof of insurance may be required.
    • Possession of a current Cardiopulmonary Resuscitation Certification by hire date. Once obtained, it is a condition to continued employment.
    • Some supervisory and/or lead experience
    • Candidates may be required to pass fingerprinting requirements.
    • Must possess the ability to lift and carry fifty (50) pounds.


    Knowledge, Skills and Abilities: Working knowledge of: State and Federal guidelines which guide or direct the program, which may include, Medi-Cal, California Department of Health Services, JACHO; and clinic and department policies; budget planning; in-service training; modern management techniques; and administrative procedures.

    Thorough knowledge of: Occupational Therapy, Physical Therapy licensing standards; continuous quality care; organizational skills; all aspects of therapy services, including carrying caseload responsibilities of licensed discipline.

    Working ability to: interpret standards for Medi-Cal certification; time manage; plan and supervise the work of others; communicate effectively orally and in writing with patients, families, physicians, and other staff; and ability to analyze personnel and organizational problems, and implement corrective action to resolve conflicts.

    TRAINING AND EXPERIENCE EVALUATION - qualifying: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large, candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

    In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation. Examinees must earn a score of seventy percent (70%) or higher to advance in the process.

    ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

    Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
