General Summary:
The City of Houston is seeking a highly motivated and detail-oriented Engineer to support a wide range of engineering activities related to the City’s wastewater collection system infrastructure. This position plays a critical role in delivering essential Capital Improvement Plan (CIP) projects—many of which are mandated under a Consent Decree—ensuring compliance with EPA regulations and supporting long-term sustainability of the City's sanitary sewer system, lift stations, and force mains.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS - Coordinate and manage engineering activities for the inspection, maintenance, repair, and rehabilitation of sanitary sewer lines, manholes, laterals, lift stations, and force mains.
- Assist with the planning and execution of CIP and Consent Decree projects to meet federal and state regulatory deadlines.
- Provide technical analysis and guidance to internal teams, consultants, and contractors to support timely and cost-effective project delivery.
- Perform on-site field inspections, site visits, and attend project meetings to ensure construction quality and compliance with design specifications.
- Evaluate engineering proposals, design submittals, RFIs, and manufacturer data to make informed recommendations.
- Coordinate closely with Capital Projects teams, interagency partners, and internal stakeholders to facilitate smooth execution of infrastructure projects.
- Maintain organized and up-to-date project documentation, including tracking tools, work orders, invoices, GIS data, and compliance records.
- Assist with FEMA-funded recovery projects and ensure all documentation and execution meets applicable federal guidelines.
- Review non-city-owned and ETJ (extraterritorial jurisdiction) developer projects for alignment with City of Houston infrastructure standards.
- Respond to inquiries from the public, other City departments, consultants, and regulatory agencies.
- Develops reports and other administrative documents.
WORKING CONDITIONS There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations.
This is a Department of Public Works Emergency Management Position at the Tier II Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS Requires four (4) years of active practice in engineering work after graduation from an approved curriculum in engineering.
Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
ANDobtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
PREFERENCES Preferred Skills & Qualifications: - Strong understanding of wastewater infrastructure, sanitary sewer systems, and lift station operations.
- Proficiency with GIS tools for analysis and documentation.
- Effective communication and collaboration skills for coordination across multiple stakeholders.
- Experience managing or assisting with large municipal capital projects, including consent decree or federally regulated projects.
- Ability to interpret and review technical drawings, submittals, and specifications.
Preference may be given to applicants who have experience with wastewater collection system analysis experience and an engineering degree.
