    Job Summary:

    The Environmental Health and Safety (EHS) Technician is responsible for assisting in the development, implementation, and maintenance of the City’s environmental, health, and safety, policies and procedures. This role assists in verifying and achieving compliance with applicable local, state, and federal environmental and safety regulations. The technician will perform both environmental and safety site inspections, report safety hazards, assist with remedying environmental issues, and support training programs to enhance environmental and safety compliance and initiatives for City of Loveland operations.

    The salary range for this position is $22.77 - $30.74 per hour with a hiring range of $22.77 - $26.76, depending on qualifications and experience. This opportunity will be available to applicants until Tuesday November 14, 2025, at 12:00 P.M. M.S.T.

    The City of Loveland includes, but is not limited to an airport, water/wastewater and electric services, parks and recreation, public works, a museum, a police department and a fire authority. We are currently seeking a talented and motivated Environmental Health and Safety (EHS) Technician to help the City in maintaining compliance with environmental and safety regulations. The best candidate has some knowledge of various environmental regulations as well as skills in monitoring and collecting and processing samples from water, soil, and air. This candidate is flexible with the ability to manage multiple priorities with an outcome of producing quality, accurate, prompt, and reliable work. The EHS Technician requires skills in accountability, collaboration, courtesy and kindness, integrity, and safety awareness. While working with the City’s Environmental Compliance Administrator and Safety Officer, the EHS Technician must maintain relationships with City employees to understand operations and collaborate to achieve compliance.     Essential Functions:
    • Monitor and Assist with EHS compliance:
      • Conduct regular site inspections to verify compliance with local, state, and federal safety, and environmental regulations
      • Collect field data using the field observation and documentation method as well as through database searches
      • Complete sampling to support completion of various environmental reports or to comply with environmental permits and plans
      • Maintain and use field instrumentation (e.g. sampling equipment, measuring equipment, gas and water sensors or detectors, and GPS equipment)
      • Complete environmental summaries and reports
      • Collate large amounts of environmental data for reporting, comparison to regulatory standards, and to assess project compliance
      • Create site diagrams using GIS applications and computer drafting applications
      • Engage with waste disposal companies to secure pricing for use when providing waste management assistance to City departments, partner with departments to oversee and facilitate compliant waste disposal activities (for universal, solid, and hazardous waste streams)
    • Safety audits: Assist with internal and external safety audits and recommend improvements for compliance and safety. Conducts routine facility inspections audits including monthly visual inspections of fire extinguishers, emergency eyewash stations, exit signs/egresses, etc.
    • Hazard identification: Identify potential hazards in the workplace, assess risks, assist with site hazard assessments, and recommend corrective actions to mitigate risks.
    • Incident reporting: Investigate accidents and near-misses, document findings, and ensure proper reporting procedures are followed.
    • Environmental and Industrial hygiene sampling and monitoring: Periodically verify that environmental practices align with city policies and regulatory requirements including the state of regulated building materials. Complete industrial hygiene sampling and monitoring including audiometric testing for hearing conservation program, noise sampling/surveys, monitor and document the condition of identified asbestos and lead within City facilities.
    • Training: Assist in the coordination of safety and environmental training programs for employees to facilitate discussion and compliance with regulations and city guidance documents for environmental safety and compliance.
    • Recordkeeping and Reporting: Maintain accurate records of inspections, audits, safety incidents, and other related documentation.
    • Data collection: Collect, review, and collate data which may be used to populate spreadsheets and formulate reports as required by the Department.
    • Compliance support: Assist with the implementation of policies related to environmental protection and workplace health and safety regulations.
    • Continuous improvement: Collaborate with management to improve safety practices and promote a culture of health and safety within the organization.

    Other Job Functions:
    • May represent department through participation in City committees and/or for City sponsored events.
    • Performs other duties as assigned.

    Qualifications:

    Education:
    • Required: 2 Year/Associates Degree in Environmental Sciences, Occupational Health and Safety, Applied Science, or related field.
    • Preferred: 4 Year/Bachelors Degree in Environmental Sciences (geology, biology, ecology, chemistry, public health) or Occupational Health and Safety.

    Experience:
    • Required: 2 Years experience in environmental programs or environmental, health and safety programs, preferably in a similar industry (government, utilities, construction, manufacturing, consulting, etc.)
      Familiarity with EPA, OSHA standards.

    Certifications:
    • Must possess a valid driver's license.
    • OSHA 24-hour Hazwoper certification or ability to obtain within 12 months of hire date required.
    • OSHA 30-hour certification or ability to obtain within 6-months of hire date required.
    • Preferred: OSHA 2-hour Asbestos Awareness.

    Knowledge, Skills, and Abilities:
    • Knowledge of EHS regulations and best practices with ability to assess compliance and communicate the findings in writing or verbally.
    • Knowledge and understanding of various environmental regulations; environmental field screening instrumentation; collection techniques for various media; monitoring and analysis procedures for various media.
    • Ability to obtain samples by following specified procedures; process and analyze data; perform data entry; communicate technical information orally or in writing with excellent attention to detail.
    • Ability to use of computer hardware and software applications with proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
    • Effective interpersonal communication as applied to interaction with coworkers, supervisor, City staff, and general public.
    • Ability to adjust to multiple and changing priorities, work well under pressure, and handle emergency situations.
    • Ability to build strong working relationships with high degree of ethics and integrity.
    • Ability to produce quality, accurate, prompt and reliable work; communicate clearly and concisely in writing and verbally.
    • Knowledge and ability to maintain and develop core environmental compliance as well as environmental health and safety knowledge as technology and processes change in order to be effective at assessing compliance with policies and procedures.
    • Perform work safely and ability to recognize and bring safety hazards to attention of management and Safety Officer.

    Physical Demands and Working Conditions:
    • Constant: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
    • Frequent: Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
    • Frequent: Moderate to considerable physical effort that includes working from ladders in awkward positions. Frequent use of light or medium weight objects (e.g., 25-50 lbs) and use of medium weight tools.

    Working Environment:
    • Constant: Exposure to routine office noise and equipment.
    • Occasional: Exposure to hazards that are predictable or well protected against.
    • Occasional: Exposure to heat and noise along with working outside in the elements.

    Additional Working Demands / Conditions:
    • Ability to drive to different sites as needed to perform work.
    • Ability to wear a half-face respirator
