DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The General Services Department is seeking a Superintendent who will perform professional administrative functions in the planning, supervision, organization, administration, and evaluation of operational and support services activities in the maintenance and management of City buildings, facilities, and grounds.
This position will also be responsible for the following:
- Supervises employees and outside contractors in the day-to-day operational maintenance and management of City buildings, facilities, grounds, vehicles, recreational facilities, etc.
- Administers departmental policy and procedures related to operational and personnel activities.
- Will coordinate maintenance activities with outside contractors, City departments, etc.
- Reviews and recommend appropriate building/site designs, construction plans, security procedures, etc.
- Advises immediate management of problems and recommended solutions.
- Represents the department by giving both written and oral presentations to department heads
- Review and validate vendor invoices for accuracy and alignment with quotes.
- Manage invoice reconciliation and approvals.
- Track and report on maintenance expenses for senior leadership.
- Review and oversee corrective and preventative maintenance schedules.
- Ensure timely, accurate completion of all work orders.
- Respond to emergencies when necessary.
- Performs other duties as assigned.
WORKING CONDITIONS The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires an Associate's degree in Recreation, Business Administration, Construction Management or a closely related field.
EXPERIENCE REQUIREMENTS Six years of progressively responsible professional and/or skilled experience closely related to the activities of the section are required, including three of the years in a supervisory capacity.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCESPreference will be given to candidates with the following:- Managerial: Extensive supervisory experience
- Building Systems Expertise: HVAC, electrical, plumbing, mechanical, and structural systems.
- Preventive Maintenance: Strong understanding of PM programs and scheduling tools.
- Workplace Safety: Knowledge of OSHA regulations, safety protocols, and compliance standards.
- Management Experience: Prior experience managing maintenance teams, contractors, or a facilities department.
- CMMS & BMS: Skilled in using systems to manage work orders and monitor building automation.
- Microsoft Office / ERP Tools: For reporting, budgeting, and planning.
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook, Teams).
- Ability to multitask and prioritize in a dynamic environment.
- Able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.
- Valid Texas driver's license in compliance with the City of Houston's policy on driving (AP 2-2).
- Valid Commercial Driver's License (CDL).
