    This position will be located at 1730 E. Elm Street, Jefferson City, Missouri. Work hours are Monday - Friday 8 a.m. to 5 p.m.

    • Oversees the Grants Unit activities in a manner that is consistent, legally defensible, and fair.
    • Ensures that the Solid Waste Management District (SWMD) grant programs and activities support and promote the overall program’s waste reduction, recycling, and reuse goals
    • Supervises and directs interaction with SWMDs related to planning, subgrants, contracts, financial assistance activities, reporting, and analysis of data as well as performance measurement of the SWMD and subgrants.
    • Coordinates with SWMDs on various materials management grant issues of mutual interest including household hazardous waste, small business hazardous waste, and electronic waste.
    • Develops and implements tools for on-site programmatic monitoring and financial monitoring. Oversees and conducts required performance monitoring of SWMDs, and reviews reports of findings and corrective action requirements.
    • At least annually, review and ensure consistency of the program’s district grant statute, and planning rules with the Missouri Solid Waste Management Law (MSWML) and any applicable amendments. Provides training to ensure districts are aware of compliance requirements for the use of SWMD administrative and grant funds.
    • Participates in committees/task forces/work groups as assigned to increase the reuse and recycling of waste materials in the state. Other tasks as assigned and necessary to ensure efficient program operation and grants management. Assists in the preparation of fiscal notes, audit resolution documents, and other reporting activities, as needed. Attends conferences, training, and educational programs, as funding allows to improve materials management in Missouri including seeking grants to fund materials management activities.
    • Supervision of Grants Unit team of 3. Conducts personnel duties including completion of PDQs, and other necessary documentation; providing feedback to team members regarding performance (Engage/Reflect meetings); arranging for staff training; approving timesheets; leave requests and monitoring of timeliness and accuracy of work assigned to team members.


    To be successful in this position, a candidate will need the following skills:

    • Grants Management : Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
    • Grants Management Laws, Regulations, and Guidelines : Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
    • Analysis and Assessment : Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
    • Flexibility : Is open to change and new information; rapidly adapts to new information, changing conditions, or unexpected obstacles.


    Equivalent to those typically gained by:

    • Bachelor’s degree and 4-7 years of relevant experience. (Substitutions may be allowed.)
      • (Additional education or experience may substitute for the required education or experience)
