The Assistant Plant Manager is responsible for assisting with the oversight and efficient operation of the Incinerator and Recycling facility and acts as the Safety Coordinator. The incumbent is responsible for budget assistance, employee oversight, strategic planning, safety and works independently and exercises independent judgment. Work is performed under the general direction of the Plant Manager.
Authorize overtime, approves time sheets, create schedule, etc. Administer employee annual evaluations, conduct interviews, make hiring and discipline recommendations and decisions. Assist in developing departmental budget. Supervise and monitor the activities of personnel with the assistance of the Supervisors to ensure maximum services levels are achieved. Coordinate safety training, record keeping, supplies and equipment. Assist in recommending sound fiscal and management decisions utilizing effective problem solving and strategic planning skills. Assist in developing, reviewing and revising strategic plans for improving the facility, personnel/staff needs, training and productivity. Supervise the security, maintenance and use of the facility. Communicate and create safety culture and ensure safety policies are adhered to by all personnel. Acts as coordinator and host for visiting officials and the public. Awareness of contract responsibilities and ensures compliance. Assist with keeping staff and county officials informed of plans, activities and accomplishments. Attend the County Solid Waste Board meetings and provide relevant updates as needed. Supervise equipment procurement and contract management. Respond to emergency calls as a result of operational/boiler failure both during/after regular hours of work. Administer and enforce County policies and ensure compliance with State and/or federal codes/rules/regulations/laws. Maintain accurate records and prepare reports. Review and troubleshoot complaints and problems dealing with facility. Perform other duties as assigned.
Associates Degree relating to Industrial plant management/maintenance, engineering or related field. Three to five years of experience in working with boiler, electrical generation, electronic control systems or an equivalent combination of education and experience. Possess previous supervisory experience. Possess valid Wisconsin driver's license. Possess and maintain Chief Facility Operator's license with the Wisconsin DNR and act as the facility contact for Wisconsin DNR in absence of Plant Manager.

- Possess comprehensive knowledge of mechanical systems, incinerator operations, electronic control systems, boiler mechanics, etc.
- Ability to prioritize the scheduling of work requirements and delegate assignments to appropriate staff.
- Maintain a professional appearance and attitude on the job with the ability to promote team work environment.
- Knowledge of boilers (safety procedures, proper shut down), chemicals (proper usage), electrical systems (110 volt switches, outlets, fixtures, etc), and plumbing (valves, repair).
- Ability to read and interpret operational reports.
- Knowledge of applicable DNR regulations, building guidelines and codes, etc.
- Ability to use applicable computer programs as programming and troubleshooting tool along with general computer skills for basic office communications.
- Ability to effectively supervise, evaluate and motivate staff.
- Desire and ability to engage in continuing education and skills upgrading.
- Knowledge of health and safety procedures within facility.
- Ability to interact respectfully with people from diverse socioeconomic, cultural and ethnic backgrounds.
- Ability to maintain prompt, predicable and reliable attendance.
- Ability to effectively supervise, evaluate and motivate staff.
