DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS Responsible for providing professional analytical, administrative, and/or management services in areas related to the Financial Reporting and Operations Division.
RESPONSIBILITIES:- Perform complex accounting functions related to the management of projects, including journal entry transactions, account reconciliations, analysis of the trial balance, and financial figures
- Perform research and prepare accounting recommendations through memos and white papers
- Coordinates the development, implementation, and monitoring of various financial activities, policies, and procedures to effectively manage the reporting of all City of Houston Local Government Corporations (LGCs), Component Units (CUs), and applicable nonprofit agencies
- Manage contractors and professional services contracts utilized by the group, such as the 457 Deferred Compensation Plan.
- Acts as liaison to other departments, external entities, contractors, and government agencies
- Represent the division and department at meetings and functions to gather information and articulate opinions and recommendations.
- Use knowledge of data analysis, government accounting, and budgeting to prepare reports and analyze citywide operations and finances
- Query SAP and other databases to gather data and compile dashboards and Key Performance Indicators (KPIs)
- Compiles data, produces information, and interprets results through conclusion and recommendation formulation. Develop reports, special documents, or publications as assigned.
- Execute internal review programs, communicate findings to management, and prepare draft reports, including recommendations for review and implementation.
- Assist with preparing manuals, training materials, leading training, and other initiatives related to the areas listed in the Description of Duties section above.
- Assist with inquiries related to the year-end Annual Comprehensive Finance Report audit. Gather and prepare data for submission to auditors.
- Remain up to date on program laws, rules, regulations, and guidelines for the above areas.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS EXPERIENCE REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration or a field closely related to the work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirements on a year-for-year basis.
EDUCATION REQUIREMENTS Five years of professional administrative, financial, or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS None
PREFERENCESPrefer knowledge of Generally Accepted Accounting Principles (GAAP), demonstrated abilities in handling various projects simultaneously, and developing financial models. Experience in interpreting and remaining in compliance with federal and state regulations.
Special consideration will be given to applicants with experience with SAP and financial reporting, as well as to applicants with strong Microsoft Office skills, including Excel, Word, PowerPoint, and Publisher. Work is substantially complex and varied and requires the interpretation of technical and detailed guidelines, policies, and procedures in combination. Analytical ability is necessary to gather and interpret data effectively.
