    What We Offer

    • Educational Incentive for completion of an associate degree (2.5%), a bachelor's degree (3.5%), or a graduate degree (5%).

    • Holidays: 11 paid days per year which includes a scheduled floating holiday.
    The Department
    The Information Technology Services Department (ITS) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, application support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

    The Position
    The IT Account Manager, Ventura County Fire Department (VCFD) reports directly to the Assistant Chief Information Officer (ACIO) of the Information Technology Services department and is an embedded manager in the IT department of the Ventura County Fire Department. As such, this position oversees other ITS embedded staff. This position is responsible for all IT technical efforts such as desktop support, help desk, server management, database, and more. This position also performs the Customer Relationship Management role which includes customer service, budgeting, financial oversight of both their organization, as well as services provided to the Ventura County Fire Department by County IT.

    The Ideal Candidate
    The ideal candidate will have strong IT technical skills in current technologies and recent experience in a leadership role reporting directly to senior executives (e.g. CEO, CIO, etc.). They'll possess excellent customer service relationship management skills and a solid understanding of organizational financials.

    Payroll Title: IT Manager III

    Distinguishing Characteristics
    Levels in the IT Manager classes are generally based on, but are not limited to, the functional area's organizational complexity and size, number and nature of functions and programs, and scope of supervision including the classification level or types of positions managed. IT Manager III is the third level of the IT Manager series.

    The list established from this recruitment will be used to fill current and future Regular, Temporary, Fixed-term, and Intermittent vacancies for this and similarly situated positions only. There is currently one (1) Regular, full-time, vacancy.

    TENTATIVE SCHEDULE

    Examples Of Duties

    Typical duties may include, but are not limited to the following:
    • Plans, directs, and organizes the work of the technology division for the VCFD.
    • Manages the performance of ITS employees within VCFD using contemporary managerial and leadership techniques.
    • Manages budgets and controls expenditures for the technology division of the VCFD.
    • Researches, analyzes, and recommends IT Services sourcing and vendor management strategies. Drives negotiations for software, hardware, and other equipment, supplies and service purchases related to IT for VCFD.
    • Manages facilities procurement for all hardware and software items to support IT related services.
    • Works both independently and cooperatively with internal and external customers to ensure IT solutions and services create value.
    • Develops IT strategic direction for VCFD business solutions and in alignment with ITS' strategic plan, recommends technology solutions for VCFD.
    • Applies understanding of VCFD's operations and goals, and implements successful and timely technology solutions to reach goals.
    • Assists VCFD with information technology continuity of operations planning (COOP).
    • Routinely communicates with VCFD regarding the status of IT projects, service requests, and incidents.
    • Manages VCFD's IT Inventory System (ATS), including database updates and maintaining inventory controls.
    • Manages VCFD's annual fixed asset and sensitive item inventories of IT and Telecom equipment.
    • Oversees VCFD's segments on the County network and manage VCFD's private networks and security.
    • Collaborates with other IT Managers to analyze and resolve complex business problems, evaluating the impact of potential solutions from both a business and technical perspective.
    • Manages the Service Level Agreements (SLAs) and Customer Service components of IT and Facilities Operations within VCFD. Defines metrics, dashboards, and performance management.
    • Confers with IT Managers on implementing Information Technology Library Infrastructure (ITIL) procedures and policy matters.
    • Develops and maintains positive working relationships with IT Services and external agency leadership to drive a unified technology platform that focuses on best practices and cutting-edge technology.
    • Works with other ITS staff and/or County agencies/departments in performing feasibility studies; defining system requirements; formulating specifications, developing, or acquiring systems; coordinating user site preparation; implementing, maintaining, auditing, and making enhancements to systems/projects.
    • Performs other related duties as assigned.


    Typical Qualifications

    EDUCATION, TRAINING, and EXPERIENCE
    Six (6) or more years of progressively responsible information systems experience, including supervising/managing an information technology team, which has led to the acquisition of the required competencies and/or attributes. Extensive experience in technical project management, team management, budget development, and managing customer relations and multiple concurrent projects.

    Necessary Special Requirements
    • Possession of or ability to obtain a valid California driver license.
    • May be required to travel within the County to conduct studies or troubleshoot.
    • May be required to work long hours to resolve production problems or meet project deadlines.
    • Willing and able to work nights, weekends, and holidays on an on-call basis.
    • Excellent written and verbal communication.
    The following are highly desirable:
    • Possession of a bachelor's degree from an accredited college or university in Information Technology, Computer Science, or closely related discipline;
    • Graduate degree in Information Technology, Computer Science, business administration, or closely related study discipline;
    • Work experience in both public and private sectors;
    • Certification in project management; and,
    • Working knowledge of IT Infrastructure Library (ITIL)/Service Management.

    APPLICATION EVALUATION - qualifying

    TRAINING and EXPERIENCE EVALUATION:

    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

    NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation.

    ORAL EXAMINATION - 100%

    A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

    Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

    BACKGROUND INVESTIGATION: A thorough post offer, pre-employment background investigation which may include inquiry into past employment, education, criminal background information, and driving record may be required for this position. Ability to pass extensive background checks from multiple law enforcement agencies.
