    Description

    The Records Technician III position is in the Ventura County Clerk-Recorder & Registrar of Voters Agency located in Ventura and may require travel throughout Ventura County.

    Under general supervision, performs records management support duties for the County Clerk-Recorder & Registrar of Voters. Requires compliance with federal, state, and local laws, codes, statutes, and ordinances. Incumbent may be responsible for coding, storage, security, retrieval, receiving fees, disposition of official records, and assisting with the conducting of elections.

    This position performs advanced journey level technical work that is focused on independence of judgement and action; latitude for interpretation in the specialized and complex legal requirements governing public recording and indexing of legal documents; and may serve as a specialist or lead person over lower-level Records Technicians or extra-help staff.

    The ideal candidate is a detail oriented professional with strong customer service and excellent organizational, time management, interpersonal and communication skills; computer literate with strong Microsoft Word, Excel, PowerPoint, and Outlook skills; able to multi-task, work effectively with rapidly changing priorities in a timely manner and with a high degree of accuracy; able to perform public speaking; and able to address public inquiries, with courtesy, tact, and diplomacy, under occasional stressful public contact, consistent with department rules, practices, and protocols.

    The eligible list established from this recruitment may be used to fill future Regular (including Temporary and Fixed term), Intermittent, and Extra Help vacancies for this position or similar positions only. There is currently one (1) Regular vacancy within the County Clerk-Recorder & Registrar of Voters in the Elections Division.

    EDUCATIONAL INCENTIVE

    Some positions may be eligible for an educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification.

    BILINGUAL INCENTIVE

    Some positions may be eligible for a bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. To qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher.

    Records Technician III is represented by the Service Employees' International Union (SEIU) and is eligible for overtime compensation

    TENTATIVE SCHEDULE

    Examples Of Duties

    Duties may include but are not limited to the following:

    • Performs data entry, petition verification, and signature verification tasks with accuracy and attention to detail.
    • Reviews complex documents for accuracy, completeness, and compliance with county, state, and federal election laws; edits, corrects, and records information as needed.
    • Prepares, organizes, and maintains election document files and recordkeeping systems to ensure proper preservation of official records.
    • Supports election training programs to ensure temporary and extra-help staff are properly trained in election laws, procedures, voting equipment, operations, and customer service standards.
    • Drafts correspondence, forms, brochures, and informational flyers; assists in developing and designing voter education materials and delivering public presentations on voter information and engagement.
    • Creates, updates, and maintains all required forms, materials, and signage, ensuring compliance with applicable election codes, regulations, and accessibility standards.
    • Assists in developing and maintaining comprehensive process and procedure documentation to ensure consistent operations, clear guidance, and standardized practices.
    • Assists in creating procedural guides and reference materials for election units.
    • Assists in scheduling, coordinating, and monitoring extra-help staff assignments.
    • Recruits and evaluates potential Ballot Drop Box and Vote Center locations by identifying suitable, accessible facilities.
    • Assists in resolving complaints and inquiries with tact, judgment, and discretion.
    • Serves as a resource person, trainer, or backup floater to ensure continuity of election operations.
    • Conducts ADA compliance surveys to ensure voting facilities meet accessibility requirements in accordance with federal, state, and local regulations.
    • Participates in election worker interviews and assists with post-election surveys and evaluations.
    • Performs related duties as assigned.


    Typical Qualifications

    These are entrance requirements to the examination process and assureneither continuance in the process nor placement on an eligibility list.

    EDUCATION/EXPERIENCE:

    Considerable experience in the examination of official documents/records which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities can also be obtained by:

    1 year of clerical experience

    Successful completion of an accredited records management course may be substituted for six (6) months of specialized experience.

    NECESSARY SPECIAL REQUIREMENTS:

    • Must possess or be eligible to obtain and maintain a valid California driver license.
    • Must be willing and able to travel throughout Ventura County.
    • Must be willing and able to work overtime, evenings, weekends, and holidays as scheduled, or on short notice.
    • Must be willing and able to focus for extended periods of time performing repetitive tasks.


    DESIRED:

    • Intermediate proficiency/skills in Microsoft Word, Excel, PowerPoint and Outlook.
    • Strong customer service and organizational skills


    KNOWLEDGE, SKILLS and ABILITIES
    Thorough knowledge of: records management principles, practices and techniques; document types, forms, and recordation requirements; standard nomenclature, indices and classification systems used for recordation; functions, policies and procedures applicable to work assignments; laws, rules and regulations governing the recordability and retention of documents/records; and database management systems.

    Skill in: the operation and use of computers and related technology including software applications specific to the work performed such as Microsoft Word, Excel, PowerPoint, and Outlook; preparing and presenting comprehensive reports and recommendations in written and oral form to a variety of individuals and groups; and strong organizational skills.

    Ability to: understand, apply and explain laws regarding the release of information and documents; recognize deviations from accepted formats or codes; maintain confidentiality of restricted information; perform simple mathematical calculations; organize work under pressure and meet deadlines; communicate effectively verbally and in writing; deal effectively with the public; multitask and maintain attention to detail; and exercise good judgement.

    WRITTEN EXAMINATION - 100%: An un-proctored, on-line, and internet-based job-related written examination will be conducted to evaluate participating applicants' knowledge of data comparison for accuracy, verifying names and numbers, filing, mathematics, and reading comprehension for successful performance on the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    Candidates successfully completing the examination process may be placed on an eligible list for up to a period of one (1) year.
