    Salary Range: $65,000 - $100,000

    The salary indicated represents a base pay rate. If the candidate selected is eligible for a years-of-service pay differential, it will be added to the total compensation. A pay differential does not raise the base pay.

    This position may be filled at the Assistant Engineer, Associate Engineer or the Professional Engineer level.

    Job Location: This position is located at the Governor Office Building, 200 Madison Street, Jefferson City, MO 65101.

    Why is the work you do in this position important to Missouri?

    The Office of the Public Counsel (OPC) is a state agency tasked with representing the interests of the public in matters that come before the Missouri Public Service Commission (PSC) regarding public electric, gas, water, and sewer utilities. The OPC plays an important role by advocating for the Missouri public on issues such as lower utility rates and improved utility services.

    The OPC is seeking a skilled and motivated Engineer to join our team of auditors, economists, and attorneys. The ideal candidate will be responsible for providing expert technical analysis and support for the regulation of electric, natural gas, water, and sewer utilities. This is a unique opportunity to use your engineering expertise to serve the public interest and ensure safe, reliable, and affordable utility service for all residents. Typical duties include the following:

    • Conduct complex engineering analysis and evaluations of utility systems, including examination of rate filings, service quality, and infrastructure projects.
    • Review utility applications for certificates of public convenience and necessity, financing, and other regulatory approvals.
    • Serve as a technical resource and expert witness in regulatory proceedings and hearings.
    • Devise methods and establish criteria for conducting engineering studies.
    • Perform onsite inspections of utility facilities and operations to ensure compliance with PSC rules and industry standards.
    • Prepare detailed reports, testimony, and recommendations.
    • Collaborate with other analysts, utility representatives, and outside consultants to resolve technical and operational issues.
    • Training for this challenging position will be provided both in-house and off-site.
    • May require occasional in-state or overnight travel.


    • Bachelor's degree in an engineering discipline (Civil, Electrical, Mechanical, etc.) from an Accreditation Board for Engineering and Technology (ABET)-accredited program.
    • Strong analytical, writing, and interpersonal communication skills, including the ability to explain complex technical information clearly to non-technical audiences.
    • Ability to work both independently and collaboratively within a team setting.
