The Office of Administration, Division of Purchasing is responsible for the procurement of commodities (supplies, materials, and equipment); information technology; and contractual services needed by the executive branch departments in their mission to serve Missouri citizens . We are seeking an assistant director to handle administrative and managerial work in the direction, planning, analysis, and coordination of fiscal and related administrative/operational services for the Division.
What You'll do: - Participate in planning, developing, and implementing laws, regulations, standards, procedures, and policies related to procurement.
- Provide procurement guidance to a purchasing team in accordance with legal procurement compliance.
- Use strategic data to proactively monitor and manage division procurement and contract management activity to optimize procurement turnaround times and contract replacement readiness .
- Direct or assist in the overall planning, development, and administration of the assigned fiscal or related administrative support programs or services; assists in the direction of the development and implementation of Division strategic planning and initiatives, including Dashboards, placements, OpEx (Lean) Improvements and Continuity Operations.
- Lead the Division budget and fiscal note preparation, including preparation of periodic and special budgetary, financial and related statistical reports, the monitoring of division expenditures according to budget allocations/appropriations, and recommend and/or initiate cost saving measures.
- Oversight of all human resource operations in the Division, including, personnel transactions, payroll, recruitment, retention, workplace issues, and compliance with state and federal employment laws.
- Interact, as needed, with the Commissioner's Office, attend meetings in the Director's absence, and assist with addressing legislative and media inquiries (in conjunction with OA's Public Information Officer).
Qualifications A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Finance, Economics, Public or Business Administration, or a closely related field; and, at least seven years of professional experience in accounting, auditing, purchasing, budgeting, fiscal management, or in general management with some fiscal responsibility.
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned graduate credit hours for one year of experience.)
