DISTINGUISHING CHARACTERISTICS Network Systems Technician I: This is the entry level class in the Network Systems Technician series. This class performs the more routine tasks and duties assigned to positions within the series including setting up and configuring desktop computers and performing routine maintenance on the network system. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Network Systems Technician II level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Performs repairs on computer systems and peripheral equipment including printers, phones, scanners and related devices; coordinates major equipment repairs; locates vendors and ships parts as needed; arranges for vendor to perform on-site repairs. License or Certificate: Hardware, Microsoft, Cisco or Dell certifications preferred. Network Systems Technician II Experience: Two years (full-time equivalent) of increasingly responsible experience performing duties comparable to a Network Systems Technician I with the City of Escondido. Additional education or training in an appropriate discipline may be substituted for up to one year (full-time equivalent) of the work experience. Network Systems Technician III Experience: Upon successful completion of the training plan established by the department and at least three years (full-time equivalent) of increasingly responsible experience performing duties comparable to a Network Systems Technician II with the City of Escondido. License or Certificate: A minimum of two technical certifications, such as Microsoft Certified Systems Engineer or Certified Cisco Network Associate. An Associate's degree in computer science or related field may be substituted for the required certification requirement. PROGRAMS Hazardous Materials Division/Certified Unified Program Agency (CUPA): Incumbents assigned to CUPA the Hazardous Materials Division/CUPA are responsible for conducting inspections, routine environmental surveys; permitting, enforcement and training; investigating potential community health complaints related to hazardous materials, waste tire or pollution of the waters of Alameda County; lending technical assistance during emergency response; providing regulatory oversight evaluating work sites; and ensuring compliance with applicable laws, and regulations and local ordinances; responding to emergency hazardous materials incidents within the County’s jurisdiction; documenting, identifying, assessing risk and advising on clean up. Household Hazardous Waste Program (HHW): Incumbents assigned to the HHW Division will be responsible for employee safety, efficiency and compliance with applicable requirements during operations and service to the public and businesses, including during handling, accumulation, transport and disposal of hazardous waste and materials collected at a Permanent HHW Facilities and for oversight of all activities at temporary events. Duties include: train and supervise Senior Hazardous Materials (HM) Specialists, HM Specialists, Environmental Health (EH) Technicians, EH Maintenance Workers, Clerks and administrative staff and contractor employees to provide good communication and service to the public; material handling, packing and shipping, recordkeeping and reporting compliant with all relevant requirements; arrange for purchase of all needed equipment, supplies, services; determine and implement preventative measures to reduce risk of incident, injury or disruption of service to the public; coordinate on-call response to monitoring system activation and; take a leading role in response to any incident or emergency. THE VACANCY The eligible list resulting from this recruitment and selection process will be used to fill vacant positions in the class of Supervising Hazardous Materials Specialist classification. This position is the first level supervisor in the Hazardous Materials Specialist series. WHAT YOU’LL DO The Senior Transportation Engineer supervisors the Active Transportation and Mobility section of the Transportation and Parking Division of Public Works. This position is a working supervisor managing both assigned project workload and overseeing the project work completed by subordinate staff and consultants. This position will also be public facing representing the Active Transportation and Mobility section at public meetings within the community. The position directly oversees the successful delivery of a wide variety of projects, programs, and initiatives. This includes planning, pre-design, design, and construction phases for active transportation projects many of which are funded through Caltrans active transportation program grants. The incumbent will also be called upon to perform technical Traffic Engineering related duties such as traffic signal timing, speed surveys, warrant analyses, and review of development related traffic studies. As a registered professional engineer and/or traffic engineer, the Senior Transportation Engineer is responsible for in-house design work including work performed by subordinate staff. WHO YOU ARE The ideal candidate for this position will have: Demonstrated experience managing multiple projects while remaining conscientious of schedules and budgets. The ability to be team-oriented and work both cooperatively and collaboratively. Transportation Engineering experience in a municipal or county public works department. Excellent oral and written communication skills with the ability and willingness to go out to a community setting to present transportation related topics. A dynamic leadership ability to effectively direct the work of staff, consultants, and contractors. Experience in the filed of Traffic Engineering Skill and experience in reviewing, editing, and providing useful feedback on work products including reports, plans and specifications prepared by subordinates and consultants. Ability to train, mentor, and develop the complete potential of subordinate team members. Utilize SharePoint, Synchro, Smartsheet, Microsoft Teams and other current technologies to manage projects, collaborate amongst team members, and complete assigned work. Probationary Period : Six months Deferred Compensation: The City contributes $168 per year to a 457 plan and will match $1,650 per year contributed by the employee, for a total benefit of $1,818 per year. Sick Leave: 96-hour bank upon employment and additional accruals of 2 hours semi-monthly after 6 months of employment. Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution after completion of probation. Student Loan Forgiveness: The City currently qualifies as an eligible employer for the federal Public Service Loan Forgiveness program.
