    Job Description

    POSITION SUMMARY

    The Traffic Operations Project Manager position will assist with traffic engineering tasks to maximize the transportation system’s efficiency and performance, as well as promoting safety. This Project Manager will assist the Transportation and Mobility Department with traffic engineering tasks including field inspections, investigations into traffic engineering concerns (i.e. signing, pavement marking, and signalization) raised by neighbors and City Commission, and reviewing plans related to transportation infrastructure.

    This position is also responsible for traffic monitoring by utilizing innovative technology and data analytics resources (e.g. traffic cameras, BlueToad data, Waze, Google Traffic, City/FDOT/County construction activity reports, etc.) to address traffic congestion and to improve mobility throughout the City. Under the supervision of the Transportation Division Manager, this Project Manager will also collaborate with partner agencies on projects of regional significance and serve as a liaison between the County and State on all traffic engineering initiatives.

    This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.

    This job classification is in Management Category III for benefits purposes, which includes six (6) additional Management Vacation Days per calendar year and a Vehicle Allowance of $250/month.

    ESSENTIAL JOB FUNCTIONS

    Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.     • Conduct field inspections to investigate traffic engineering concerns (i.e. signing, pavement marking, and signalization, etc.) raised by neighbors and City Commission
    • Participates in traffic engineering and planning functions, such as field inspections to assess traffic conditions and signal operations; analyzing operational findings; and recommending improvements to assist with planning studies, staff reports, and operational analyses
    • Participates in the review of design plans and specifications for traffic signals, as well as signal coordination and timing plans
    • Coordinates with Broward County and Florida Department of Transportation (FDOT) for signalization and traffic engineering items including Electronic Review Comments (ERC)
    • Assists in the review of various traffic operation enhancements in conjunction with Capital Improvement Projects to ensure safety, efficiency, and conformance with local, regional, and national standards
    • Participates in traffic studies to identify traffic operations improvements
    • Collaborate with the Transportation Services Division Manager to analyze annual data at high crash locations to determine needed safety improvements
    • Conducts speed and traffic evaluations; develops various maps, graphics, text and illustrative materials used in reports and presentations with the aid of applicable computer software applications
    • Assists with collecting, assembling, summarizing, and analyzing basic data involved in planning and/or traffic studies, such as population, economic characteristics, travel times, traffic volumes, speed, etc.
    • Prepares written recommendations; writes memorandums; makes presentations
    • Research and respond to questions or concerns raised by City Commission, outside agencies and the general public regarding traffic signal operations and traffic engineering matters
    • Represents the Department in an advisory capacity at neighborhood, city departments and outside agency meetings and meetings of boards, committees, and the City Commission
    • Manages and updates data dashboard for traffic monitoring program
    • Performs related work as required


    JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

    MINIMUM JOB REQUIREMENTS:
    • Bachelor's Degree from an accredited college or university in civil engineering, transportation planning, or other related areas of study.
    • At least three (3) years of professional experience in traffic engineering, transportation planning, construction management, and/or project implementation for a state, county, or local government planning agency or private organization directly involved in transportation planning or traffic management.
    • Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience.

    SPECIAL REQUIREMENTS:

    • A flexible schedule including attendance at occasional Homeowner Associations (HOA) meetings, and other public meetings which commonly occur during the evening hours is required.

    PREFERRED QUALIFICATIONS:
    • Possession of a current Engineer-in-Training (EIT) certification, or license as a registered Professional Engineer, or as an American Institute of Certified Planners (AICP), or Certification as a Project Management Professional (PMP).
    • Previous experience working for or with government agencies.
    • Experience in database management and analytical analysis to track traffic data as well as performance measures.
    • Experience with local and national engineering standards and manuals (MUTCD, Greenbook, FDOT Traffic Engineering Manual etc.)


    As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.

    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

    The position is generally sedentary. Employees sit most of the time, but may spend periods of time walking or standing for brief periods of time.
