    Job Description

    Job Location: The Director’s Office has two openings for a Systems Funding Coordinator (MHD& FSD) within the DSS Technology Unit located in Cole County/Jefferson City Howerton State Office Building ; 615 Howerton Court, Jefferson City, MO.

    Why you’ll love this position: As the (MHD) Systems Funding Coordinator, you will contribute to MO HealthNet’s mission to build a best-in-class Medicaid program that addresses the needs of Missouri’s most vulnerable population in a way that is financially sustainable. As the (FSD) Systems Funding Coordinator, you will play a crucial part in securing enhanced federal participation for all systems and solutions in the Missouri Medicaid Enterprise. In this role, you will have the opportunity to actively participate in financial management for various information system projects related to Missouri Medicaid (MHD) and (FSD) social service programs. This includes working with a variety of professional staff to create project budgets, track expenditures, report to various agencies, and develop expertise in federal funding requirements.

    Your leadership experience will not only support this important work, but it will also invite you to be a key player in the partnerships between ITSD, MO HealthNet, Family Support and other DSS divisions, sister departments, and key federal partners as well.

    • FSD/MHD-Work with business owners and project managers/coordinators across multiple State Departments to create Advance Planning Documents (APDs) and necessary supporting documents for enhanced funding requests.
    • FSD/MHD-Write, review, and track APDs, contract amendments, project assessment quotations, scopes of work, detailed project budgets, and supporting documentation.
    • FSD/MHD-Initiate the timely submission of APDs and contracts to the Centers for Medicare & Medicaid Services (CMS),
      • MHD manage, track, and communicate out the related CMS(MHD) correspondence to business owners and financial staff.
      • FSD contracts to key federal partners, and USDA Food and Nutrition Service (FNS), manage, track, and communicate out the related correspondence to business owners and financial staff.
    • FSD/MHD-Interact with CMS staff on a regular basis to coordinate submission and review of funding and contracting requests.
    • FSD/MHD-Review and become a subject matter expert in all federal guidance related to enhance funding for information system projects.
    • FSD/MHD-Ensure that all enhanced funding requests align with guidance provided by CMS(MHD) and federal partners (FSD) the State’s mission, the overall Medicaid Enterprise System strategy, and the Department’s Public Assistance Cost Allocation Plan.
    • FSD/MHD-Establish, track, and manage project budgets and actual project expenditures, including staff time and contractor costs.
    • FSD/MHD-Work with Department and Division financial staff to ensure correct reporting and claiming of project expenditures, including review of CMS(MHD) expenditure reports.
    • FSD/MHD-Assist business owners in contract monitoring, which includes tracking system related SLAs and metrics, as well as supporting and/or performing calculation of any potential damages.
    • FSD/MHD- Assist financial staff in preparing and monitoring the annual Information Systems budget request, budget book(s), and spend plan.
    • FSD/MHD- Work with the Certification Team(s) to support the development and reporting of outcomes and performance metrics related to enhanced funding and system certification.
    • FSD/MHD- Participate in development of information system strategies, and completion of information system assessments and evaluations required by the federal or state government.
    • FSD/MHD-Assist with development and implementation of financial approval and reporting policies and processes related to information system enhanced funding.


    Minimum Qualifications:

    A Bachelor's degree and, four or more years of professional experience in project, budget, or financial management or grant writing and management.

    Preferred Qualifications:

    • Master’s degree in Business or Public Administration, Accounting, Finance, or a closely related field.
    • Certified Government Financial Manager (CGFM), Certified Management Accountant (CMA), Project Management Professional (PMP), or similar certification.
    • Six or more years of professional experience, preferably in Medicaid, social services, and/or healthcare.
    • Ability to read and interpret state and federal laws, regulations, and rules.
    • Ability to think independently, and solve problems quickly and creatively.
    • Ability to effectively communicate with a variety of people, both orally and in writing. Written communication may include reports and requests for proposals.
    • Ability to self-organize and prioritize work in an ever-changing environment.
    • Strong understanding of project management with multiple stakeholders and competing deadlines.
    • Basic understanding of the Missouri healthcare landscape with a focus on the Medicaid population.

    Semi-monthly salary: The current rate for this position is $3,125.00. Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).
