It has a proud tradition of being a stable local government bolstered by five members of the Board of Supervisors who are elected for four year terms on an alternating basis. Each Supervisor represents an election district. Members of the Board of Supervisors serve as the legislative and executive body for Yuba County and provide policy direction for all branches of County government.     Job Summary

    The ideal candidate:

    • Extensive knowledge of federal, state, and local regulations and the ability to develop, implement, and maintain compliant policies and procedures.
    • Strong analytical and critical-thinking skills with the ability to interpret complex legislation and determine operational impacts.
    • Proven experience collaborating with department leadership to design goals, objectives, work standards, and program improvements.
    • Demonstrated supervisory and leadership abilities, including assigning work, evaluating staff performance, providing coaching, and developing individualized growth plans.
    • Strong communication skills, including preparing clear narrative and statistical reports, policy documents, presentations, and professional correspondence.
    • Confidence presenting information to diverse audiences, such as executive leadership, boards, committees, community groups, and the public.
    • Ability to build and maintain effective working relationships with internal staff, external agencies, community partners, and professional organizations.
    • Commitment to operational consistency, high-quality service delivery, and serving as a knowledgeable resource for managers, supervisors, and staff.

    Qualifications

    The minimum and preferred requirements are listed below.While the following requirements outline the minimum qualifications, Human Resources reserves the right to select applicants for further consideration who demonstrate the best qualifications match for the job.     Education and Experience:
    MINIMUM: Bachelor’s degree from an accredited college with major coursework in human resources, public or business administration or related field and five (5) years of progressively responsible experience in human resources administration, payroll and/or risk management which has included one (1) year of project/program management and development and/orone (1) year as a supervisor or lead over professional and administrative support staff. Relevant experience may be substituted for the required education on a year-for-year basis.
    PREFERRED:In addition to the minimum, an advanced degree in a closely related field, additional years of human resources management experience, and/or possession of a valid SPHR/PHR, ARM, ARM-P, CSP, SHRM-CP, SHRM-SCP and/or PMP certification(s).

    Licenses and Certification:
    • The ability to obtain a valid California Class C driver's license within ten (10) days of employment; maintain throughout employment.

    Special Requirements:
    • Must successfully complete an extensive and thorough background investigation which may include Live Scan fingerprinting prior to hire.
    • DMV printout prior to hire.
    • Attend meetings outside of normal working hours.
    • Respond to emergency situations during weekends, holidays and other off-hours shifts.
    • Will be required to perform disaster service activities pursuant to Government Code 3100-3109.


    This position is classified as an Non Represented Management role.
