    Marin County Community Development Agency: The Community Development Agency (CDA) has a long history of innovation and leadership. CDA is a multifunctional agency shaping many aspects of environment and communities, organized into five mission-oriented divisions: Planning, Building and Safety, Environmental Health Services, Housing and Federal Grants, and Sustainability. CDA’s mission is to promote, protect, and advance healthy, safe, and equitable communities.

    Environmental Health Services is a Division in the Community Development Agency: The mission of Marin County Environmental Health Services is to protect public health and the well-being of all Marin County residents, workers, and visitors by preventing injury and the spread of disease. We identify potentially dangerous and unhealthy situations and promote sound environmental health practices through education and the enforcement of public health statutes and regulations.

    ABOUT THE POSITION

    Fixed-Term:
    This is a 2-Year fixed-term position. This position is budgeted for 2 Years. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

    The Supervising Environmental Health Specialist (EHS) directs the strategic planning and operational oversight of the Consumer Protection Program along with managing a multi-disciplinary team of Environmental Health professionals while driving the development of departmental policies, fiscal budgets, and long-range program initiatives for Marin County. In addition to team leadership, this role manages the full employee lifecycle, including recruitment, onboarding, and continuous professional development—while overseeing performance evaluations and administering disciplinary actions to ensure departmental excellence.

    Beyond direct team supervision, the Supervising EHS serves as a strategic partner to the Deputy Director in the evolution of Environmental Health programs. This includes drafting sophisticated policy frameworks, standardizing operational procedures, and providing data-driven recommendations to enhance departmental efficacy. The incumbent plays a vital role in fiscal stewardship by collaborating on the formulation and execution of the division budget. As a subject matter expert, the Supervising EHS advises community stakeholders on complex environmental health issues and facilitates high-level inter-agency coordination. This role involves conducting multi-jurisdictional field investigations alongside law enforcement and conferring with state and local officials to resolve systemic sanitation and public health challenges.

    The Highly Qualified Candidate brings senior-level experience in directing environmental health initiatives and supervising multi-disciplinary teams in a highly regulated environment. They demonstrate mastery in assessing high-stakes environmental health scenarios and applying rigorous, evidence-based inspection standards to ensure community safety. This individual is characterized by their ability to navigate and interpret intricate legal codes and regulations with precision, providing expert recommendations that balance regulatory enforcement with operational efficiency. A skilled communicator and problem-solver, the ideal candidate possesses the professional maturity to resolve sensitive enforcement matters and drive program excellence through data-driven solutions

    In addition, the successful candidate will possess excellent communication skills including experience writing effective policies and procedures; strong interpersonal skills; and strong analytical skills to evaluate emergency situations and act decisively. A graduate degree in Public Health, Health Science, Business Administration, Public Administration and experience and/or training specifically related to land use and solid waste programs is highly desirable.
    QUALIFICATIONS
    Knowledge of:
    • Principles of physical, biological, and social sciences used in environmental quality control in the management of food, water, liquid and solid waste material, occupational health and safety, vector control, hazardous material response, recreational bathing programs.
    • Public administration principles and practices, including supervision, strategic planning, goal setting, program development, implementation, and evaluation, budgeting, and program.
    • Principles and techniques of problem solving and conflict resolution.
    • Functions and operation of related agencies and community organizations.
    • State and local laws and regulations governing public health sanitation and public health.
    • Penal code provisions relating to public health nuisances.
    • Methods and techniques of investigation, inspection and resolving unsanitary conditions.
    • Environmental research and statistical methods.
    • General principles and practices of environmental health and sanitation.
    • Principles and techniques of supervision.
    • Bio-hazard and hazardous materials emergency response methods, requirements and associated local and federal laws, regulations and standards.
    • Responsibility and laws concerning environmental planning and management.
    • Principles and techniques of problem solving and conflict resolution.
    • Communicate effectively both verbally and in written form including effective use of interviewing techniques.

    Ability to:
    • Analyze situations accurately and take effective action that includes planning, organizing, and performing research.
    • Analyze and evaluate data and make recommendations based on findings. Prepare clear and concise reports.
    • Formulate and interpret policy and procedures.
    • Meet and deal effectively with the general public, effectively resolve conflicts and solve problems.
    • Work collaboratively with criminal justice, emergency response and public health service agencies to assure the provision of comprehensive and coordinated services.
    • Detect unsanitary conditions and public health hazards and secure their correction through education, voluntary compliance or legal enforcement.
    • Instruct in the methods and procedures of sanitary inspection and correction of unsanitary conditions.
    • Interpret public health needs and goals to others.
    • Effectively plan, supervise, and evaluate the work of other professional and/or support staff.
    • Evaluate emergency situations and act decisively and effectively to prevent public health problems.
    • Establish and maintain effective working relationships with those contacted in the course of the work.

    MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

    Three years of full-time environmental health experience performing duties of a California Registered Environmental Health Specialist that demonstrates possession of the listed knowledge and abilities, one year of which must have included lead experience. A graduate degree in Public Health, Health Science, Business Administration, Public Administration or a related field is highly desirable.

    Possession of a valid certificate of registration as an Environmental Health Specialist with the California Department of Public Health.
