North of the River Recreation and Park District (NOR) is a Special District operating under Section 5780 of the California State Public Resources Code. The District was originally organized in 1955, then reorganized in 1960 to include park operations. The District plans, organizes and conducts a wide variety of park and recreation programs within the designated District boundaries. The District is 215 square miles in size, has a population of 122,300 residents, and encompasses six school districts. Included within our service boundaries are 23 developed facilities totaling 260 acres. The major sources of revenues for the District are property taxes, program fees, grants and developer fees. The District offers over 200 classes/programs each year for public participation. Programs are conducted for all ages including infants through senior citizens. The District conducts a wide range of after school programs for 6 school Districts. Two District gyms/recreation centers and three school gyms are programmed on a joint use basis with school districts. A variety of Adult and children sports porgrams are offered. Children's Services programs are provided through a Community Learning Center and two parent preschool co-ops. Grant funds provide for a large senior program including two nutrition/program centers, senior and handicapped transportation programs, and home delivery of meals. The goal for the District Board of Directors and staff is "creating communities" that offer the best of recreation and park services.
