    The Department of Behavioral Health Office of Compliance (DBH Compliance) and Human Services Program Integrity Division (PID) are recruiting for Case Review Specialists who collect and analyze information, and produce detailed reports. These positions perform case and policy review, which includes information gathering and analysis, interviewing key individuals, gathering documents, preparing reports, and working closely with department Management, HR, County Counsel, and Risk Management. Positions within PID may alsoserve as hearing officers over administrative Child Abuse Central Index (CACI) hearings.

    DBH Compliance: Investigates allegations of fraud/waste/abuse and/or conduct violations received from DBH staff, contractors and/or external entities; researches licensing board requirements and ethics codes, and pertinent regulation(s); completes in-field contract monitoring of contract agencies, develops comprehensive reports and provides technical assistance; investigates complaints of non-compliance, potential fraud, waste and/or abuse, including conduct violations; investigates privacy violations and potential/actual privacy breaches; conducts legislative research, makes recommendations based on department impacts and formulates required policies, procedures, and notices; makes recommendations for corrective action(s) and monitors mitigative efforts and corrective action adherence; researches pending and/or passed legislation and writes comprehensive reports.

    The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

    DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1500 positions and an approximate $800 million-dollar annual budget.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting and medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

    Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation; mileage reimbursement is available. Proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

    Minimum Requirements

    Applicants must meet both the Experience and Education requirements listed below:

    EDUCATION: Thirty (30) semester (45 quarter) units of completed college coursework from an accredited college or university in: law and justice, administration of justice, behavioral/social science, or business/public administration. At least half of the units (15 semester / 23 quarter) MUST be upper division level.

    Note: A list of completed college coursework or a legible copy of transcripts MUST be attached to the application if the applicant does not possess a Bachelor's degree or higher in one the qualifying fields of study listed above.

    Note: Qualifying degree or coursework must have been completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

    -- AND--

    EXPERIENCE: Two (2) years of full-time equivalent investigative or evidence-gathering experience in a liability, legal, risk management, or healthcare compliance environment. Experience MUST include researching a variety of issues, performing quantitative analysis, writing reports of findings in areas such as organizational operations, performing program monitoring/evaluation/implementation, and/or training on legislative/regulatory changes for social services programs.

    Desired Qualifications

    The ideal candidate will be proficient in Microsoft Office, have experience with the computer systems in various Human Services departments and possess excellent written communication and interpersonal skills.

    Evaluation Procedure:
    An in-person written test and writing exercise will be administered and will consist of an evaluation of knowledge and skills on the following topics:
    • Investigative and Interviewing Techniques
    • Interpersonal Skills
    • Written Communication/Report Writing
    Approximately one (1) week prior to the exam, candidates will be notified of the test time and location. Applicants scheduled for the examination will be required to show photo identification or equivalent to be granted access to take the exam.

    In order to be successful in the examination process, candidates must pass both the multiple-choice written test and the writing exercise. The writing exercise will only be scored if a passing grade is achieved on the multiple-choice written test. For those who are successful in both areas, a combined score of the multiple-choice test and the writing exercise will determine final placement on the eligible list.
