Position DutiesThe City of San José - San José Mineta International Airport is currently recruiting for an Air Service Development Manager.
Under the direction of the Director of Aviation or Deputy Director, this position leads the Airport’s air service development program and is responsible for identifying, attracting, and expanding domestic and international passenger and air cargo services.
Key responsibilities include:
• Identifying and developing opportunities to expand domestic and international air service for Silicon Valley
• Conducting quantitative analysis of air service markets, including passenger and cargo data, traffic flows, yield performance, demographics, and forecasts
• Developing business cases and route support strategies using industry data sources such as U.S. DOT, ARC, and OAG/Cirium
• Preparing and delivering professional air service presentations to domestic and international airline executives, including senior leadership
• Establishing and maintaining relationships with airline partners across route planning, operations, sales, marketing, and executive leadership teams
• Collaborating externally with City leadership, regional economic development organizations, and industry stakeholders to support air service growth initiatives
• Collaborating internally with Airport divisions to support such management topics as Master Planning, financial forecasting, targeted marketing, concessions guidance, and other special projects benefiting from air service and capacity insight
• Providing expert guidance on aviation industry trends, economic factors, and regulatory considerations
• Supporting implementation of City-approved economic development strategies
This position may provide technical or functional supervision to a small number of staff, consultants, or contractors.
The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.
Air Services Development Manager salary range: $ 152,850.10 - $240,318.26

Minimum QualificationsEducation and Experience:• Bachelor’s degree from an accredited college or university in Business Administration, Economics, Aviation Management, or a related field
• Six (6) years of progressively responsible aviation experience in airline route planning and scheduling, revenue/yield management, or air service development at a medium or large hub airport
Acceptable SubstitutionEquivalent combinations of education and experience may be considered.
Required Licensing (such as driver’s license, certifications, etc.)• Valid California driver’s license
• Must meet Airport insurance carrier requirements

• Excellent analytical and storytelling skills, with the ability to translate complex data into clear insights
• Strong interest in economic data analysis and research
• Understanding of airline network planning and route development principles
• Exceptional communication skills, including the ability to lead executive-level meetings
• Ability to build and maintain relationships within a diverse stakeholder community
