    Requirements

    MOS Codes: None

    Education and Experience : A Bachelor's Degree or higher in Computer Science, Computer Information Systems, Information Technology Management or a related field, and six (6) years of progressively responsible experience in enterprise application administration or large-scale business software development, including two (2) years of supervisory experience.

    Licenses and Certificates : A valid Texas Class "C" Driver's License or equivalent issued by another state by time of appointment.

    General Purpose

    Under general direction manage the administration, integration, maintenance, support and procurement of multiple complex enterprise wide software solutions in a secure, reliable and efficient manner.

    Typical Duties

    Manage and implement business processes, application portfolio and enterprise architecture with business needs, strategy and direction. Involves: Coordinate with end users, subordinate staff, management, and leadership to determine the strategic direction of business processes. Assist or lead the development and implementation of business processes for the automation of complex multi department system transactions and to report / analyze such data and related enterprise systems. Define, and implement a strategic plan that encompasses integration points and interface requirements of enterprise applications.

    Direct all functional systems, data processing, system scheduling and system updates. Involves: Confer with department staff on system problems and corrective actions and include other key stakeholder department personnel as needed. Analyze current system operations and business processes and recommend and implement improvements to business processes to streamline from current. Identify, develop and implement reporting requirements, schedules and summaries relating to system analysis and design.

    Collaborate and work effectively with staff supervisors and vendors in design, development and installation of new or upgraded enterprise applications. Involves: Evaluate user system requirements, technical developments, capabilities of proposed systems and external interface requirements. Prepare implementation strategies, test user system installations, upgrades and schedule slippages. Review project to ensure the required training and resources are available. Identify project objectives and deliverables. Use project management tools and techniques to accomplish the project goals and objectives. Collaborate with stakeholder and user department personnel to establish priorities. Develop and implement plans to communicate with the involved project stakeholders and management. Identify project risks which are likely to affect the project and design strategies to manage and mitigate those risks.

    Assist in the formulation and implementation of business strategy based on firsthand knowledge and experience. Involves: Advise the supervisors in a timely manner of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options. Represent the IT department at various meetings and conferences and interact with a wide range of executives, department directors, coworkers and the public.Assist with and/or lead capacity planning and architecting of enterprise applications to meet the strategic and business needs of the Utility. Assist with system analysis and design, research, vendor collaboration, sizing, and budgeting. Assist with the administrative maintenance of enterprise application which includes procurement, contracting, purchase order oversight and payment processing.

    Serve on interdisciplinary project teams with participating departments and collaborate with consultants, vendors, contractors, and subcontractors in the implementation and deployment of technology projects. Involves: Manage and define diverse stakeholder expectations on cross-functional project teams. Develop consensus on project schedules and inform management of project progress and potential schedule slippages. Review project to ensure the required training and resources are available. Identify project objectives and deliverables. Use project management tools and techniques to accomplish the project goals and objectives.     Supervise assigned subordinates. Involves: scheduling, assigning, instructing in, guiding checking and evaluating work; arranging for or engaging in employee training and development; enforcing personnel rules and regulations, standards of conduct, work attendance, and safe work practices; counseling, motivating and maintaining harmonious working relationships among subordinates; recommending staffing and employee status changes; interviewing applicants.
