    General

    The Director, Real Estate and Development is responsible for the supervision of the Real Estate and Development Department, which handles acquisition and management of property owned and leased by the San Mateo County Transit District (SamTrans), Peninsula CorridorJointPowers Board (Caltrain), and the San MateoCountyTransportationAuthority (TA), as well as agency surveying functions.

    Essential Functions & Duties

    Examples of Essential Functions:
    • Supervise staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection, coordinate staff training, establish performance objectives, and monitor and evaluate employee performance.
    • Develop and implement the real estate and transit-oriented development (TOD) policies and programs.
    • Direct the negotiation and securing of property rights for capital projects.
    • Direct, plan, and over see work related to the development of special real estate projects and programs involving new business opportunities.
    • Direct the leasing and development of properties, including office, residential, industrial, and retail spaces.
    • Oversee the right-of-way program services and certification processes in support of capital project programs.
    • Over see the development and maintenance of a real property database, GIS policies and procedures, and surveying standards.
    Examples of Essential Duties:
    • Serve as a real estate subject matter expert at agency, regulatory, intergovernmental, and private sector meetings. Work closely with community members, neighborhood councils, business, property owners, neighborhood groups and various public/private organizations. Present real estate items at agency board meetings and meetings with executive team.
    • Direct the management of real property for transit operations and capital programs.
    • Direct the appraisal and acquisition of real property, relocation of displaced occupants, and utility relocation consistent with state and federal regulation and procedures.
    • Direct the negotiation of all business-related terms and conditions associated with joint development and new business opportunities.
    • Oversee the drafting and preparation of related contracts.
    • Over see survey and GIS services.
    • Direct the management of consultant support performance and contract compliance.
    • Evaluate job performance of staff, which also includes the professional development through the identification of on-the-job and other professional development opportunities.
    • Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
    • Perform other duties as assigned.

    Supervision: Works under the general supervision of the Chief Planning Officer, who establishes goals and objectives and evaluates performance.

    Minimum Qualifications

    Sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:
    • Bachelor’s degree in business administration, public administration, transportation or urban planning, real estate, or related field.
    • Seven (7) years of professional experience in managing property development projects or land use planning projects with a property development impact for public use.
    • Three (3) years of experience managing or directly supervising professional and technical staff.
    Preferred Qualifications:
    • Knowledge of federal, state, and local rules and regulations as they relate to public right-of-way acquisition.
    • Knowledge of real estate development and Federal Transportation Administration Joint Development Program rules and regulations.
    • Experience with transit-oriented development design and planning principles.

    Holidays and Paid Time Off:
    • Paid Time Off - Newly hired employees accrue 6.5 hours bi-weekly when hired (if Exempt 8.25 hours).As you move up in years of service credit, the rate of the amount of PTO accrued will also increase.
    • Paid Holidays - The District provides seven paid holidays throughout the year - New Years Day, Martin Luther King Jr. Day, Memorial Day, Independence Day (July 4th), Labor Day, Thanksgiving Day and Christmas Day
    • Floating Holidays - District employees can earn up to five (5) floating holidays.

    Financial Planning Benefits:
    • Pension Benefits through CalPERS -You must have a minimum of 5 years of service to be eligible for this pension.
    • CalPERS PEPRA vs. Classic - All employees hired on, or after January 1, 2013, are considered PEPRA members and will contribute 8% of their salary up to the maximum IRS cut-off. All Classic members will contribute 6%
    • Deferred Compensation Options - Select to contribute to one or both of our Tax Deferred Compensation Options
    • Reliance Standard Life Insurance with 100% premium paid by the District - 1 times annual salary of employee - max $200,000
    • Optional Life Insurance - Employees may purchase additional life insurance for themselves and their eligible family members.
