    San Mateo County Health is seeking a well-qualified Electronic Health Record Analyst I/II - Population Health (Epic Healthy Planet) to support Phase 2 of the County's Epic implementation, with a primary focus on building and optimizing population health tools that improve outcomes across diverse patient populations.

    This role serves as a key contributor to the expansion of Epic's Healthy Planet module, helping transition the organization from foundational EHR functionality to proactive, data-driven population health management. The analyst will focus on designing, building, and enhancing Healthy Planet registries, dashboards, and workflows that support longitudinal patient management, risk stratification, care gap closure, and value-based care initiatives.

    Working closely with clinical, operational, and Health IT teams, this position will translate population health strategy into Epic system configuration, partnering alongside other Epic analysts to deliver scalable solutions that enable care teams to manage patient panels more effectively and equitably.

    This is not a general EHR support role. The primary focus is population health strategy, analytics, and Epic Healthy Planet build and optimization, with secondary responsibilities supporting broader EHR functions as needed.

    There is currently one regular vacancy in the Health IT Division located in South San Francisco or San Mateo, CA, and will require travel/driving throughout the county to perform job duties. This position is currently hybrid, with both on-site and remote work based on business need and subject to change.

    The ideal candidate will play a key role in leveraging Epic's population health tools, including Healthy Planet and Compass Rose, to develop registries, dashboards, and reporting that support quality improvement, regulatory reporting, and health equity efforts. Experience-or a strong interest-in obtaining Epic certifications in these modules is highly valued, as this role will help expand our capabilities in managing at-risk populations, supporting care coordination, and driving measurable improvements in community health outcomes.

    Examples Of Duties

    The duties of the position may include, but are not limited to, the following:
    • Design, build, and maintain Healthy Planet registries, cohorts, and worklists
    • Configure Epic to support risk stratification, care gap identification, and population outreach
    • Develop dashboards and reporting for quality, value-based care, and regulatory needs
    • Support Phase 2 Epic implementation, including new build and optimization of population health functionality
    • Partner with clinicians and operational leaders to align system design with care delivery workflows
    • Collaborate with other Epic analysts to ensure coordinated, end-to-end solutions
    • Support testing, upgrades, and issue resolution related to assigned functionality

    Qualifications

    Knowledge of:
    • Electronic health record systems, specifically Epic software applications.
    • Design, implementation, testing, updating, maintenance, evaluation, and analysis of system configuration, system setup, and application tables.
    • Clinical applications and regulatory standards, a wide range of application functionality, content, and associated workflows.
    • Customer service principles.
    • Policies, procedures, and business operations.
    • Principles and procedures in project management and project management methodologies.


    Skill/Ability to:
    • Interact with and work collaboratively with multidisciplinary teams.
    • Learn and retain knowledge of all assigned applications.
    • Troubleshoot application issues and system errors.
    • Multi-task complex work assignments.
    • Follow standards for naming and number conventions and security classifications.
    • Configure, implement, maintain, and evaluate Epic modules and platform.
    • Design, modify, and implement testing process.

    • Travel outside the County for training.


    Education and Experience:

    Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

    EHR Analyst I: Two years of experience working in a healthcare setting utilizing health information systems, or one year of experience providing information technology support.



    EHR Analyst II : Two years of information technology support experience in a healthcare operation setting, including at least six months of Epic user support experience.



    License/Certification

    EHR Analyst I: Must successfully complete Epic training on an application determined by Health IT management based on business needs within date set forth in the Epic Project Training schedule or within 6 months from time of hire.

    EHR Analyst II : (1) Epic Certification in Healthy Planet; and (2) maintain Epic training credentials through Epic's Continuing Epic Education (CEE) program with additional training that must be completed to maintain certifications, proficiencies, and badges.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

    The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification . All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
