    ABOUT THE POSITION

    The Clark County Department of Aviation is seeking qualified candidates to apply for the Departmental Systems Administrator position. This recruitment will be used to hire for various positions including, but not limited to, a Service Desk position and a Network position.

    Service Desk
    The Service Desk position is responsible for overseeing daily Information Technology (IT) operations that support airport systems, airline operations, and internal stakeholders. This role provides direct leadership to staff, ensuring appropriate staffing, effective communication, and timely resolution of technical issues in a fast-paced, operationally critical environment. Additionally, this position acts as a key liaison between staff, airport divisions, vendors, airlines, and management, while promoting accountability, continuous improvement, and professional conduct. Further, this position oversees and directs technology deliverables within construction projects and other airport technology related projects, ensures systems are delivered according to industry best practices and airport requirements, ensures accurate scheduling, payroll, and training oversight, maintains operational continuity across shifts, and supports technicians in adapting to new technologies and systems. The selected incumbent will play a critical role in identifying trends, improving reporting, strengthening knowledge management, and reducing repeat incidents that ensures continuity of critical airport operations.

    Network
    The Network position is responsible for overseeing the operation and management of IT facilities and structured cabling infrastructure. Responsibilities for this role include providing lead direction to the team, maintaining, managing, and developing the Department of Aviation’s IT infrastructure encompassing IT facilities, structural and backbone cabling, vendor management, and radio communications systems. Additionally, this position entails planning, coordinating, and maintaining operational continuity and efficiency, as well as supervising, reviewing, and evaluating assigned staff. Ideal candidates will possess significant independence, initiative, and discretion while adhering to established guidelines. Further, this position requires strong planning, coordination, and supervisory abilities to effectively manage both the technical and personnel components of airport IT infrastructure.
    Note: This classification is designated exempt under the Fair Labor Standards Act (FLSA), and is therefore, not eligible for overtime.

    This examination will establish an Open Competitive Eligibility List to fill current vacancies in the Service Desk, Network Subarea, and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Employee Services.

    MINIMUM REQUIREMENTS

    Education and Experience:

    Bachelor's Degree in Computer Science, Management Information Systems, or related field and four (4) years of full-time professional level experience in systems analysis and design and hardware and software acquisition in a departmental environment, including some lead or supervisory experience. Additional experience in systems analysis and/or programming may be substituted for the education on a year-for-year basis to a maximum of two (2) years. An advanced degree in appropriate field preferred.

    License and Certifications: Specified positions may require possession of a valid Nevada Class C driver's license at time of hire.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted and maintain a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.

    Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten year employment and five year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

    PHYSICAL DEMANDS

    Mobility to work in a typical office setting and use standard office equipment, stamina to remain seated and maintain concentration for an extended period of time, vision to read printed materials and a computer screen, and hearing and speech to communicate in person or over the telephone. Must be capable of traveling to and from various County locations to attend meetings and other off-site events. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

    EXAMPLES OF DUTIES

    • Provides lead direction, training and work review to departmental staff assisting in the automation process; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work.
    • Provides input into selection, evaluation, disciplinary and other personnel matters; may sign evaluation forms and counsel employees as required.
    • Gathers and analyzes information regarding departmental systems and requirements and those of related departments and develops or modifies automated systems to fulfill these needs.
    • Conducts feasibility studies and develops hardware and software specifications and cost requirements.
    • Coordinates departmental activities with activities of the centralized information systems staff; serves as liaison between the department and information systems staff.
    • Plans, organizes and installs departmental personal computer and network hardware and software.
    • Develops program specifications, logic and processing steps; may code programs in a variety of languages using structural programming techniques or may modify personal computer ASSEMBLER language and related systems utilities.
    • May install and configure personal computer and/or network systems.
    • May install, design, maintain, and/or troubleshoot a complex computer inter-network, including physical cable and telecommunications within the department and with other County users.
    • Plans and develops test data to validate new or modified applications; designs input and output forms and documents.
    • Troubleshoots hardware and software problems, as needed, for departmental user staff.
    • Writes program documentation, user procedures, documentation and instructions and instructs departmental staff in using hardware and software applications and automated systems; conducts training programs and provides one-on-one instruction as required.
    • Maintains records and prepares periodic and special reports of work performed.
    • Maintains current knowledge of hardware, software and network technology and recommends upgrades to departmental management.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
    • Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle in the course of the work to visit various departmental work sites.
