    Chancellor's Office Statement

    Join our team at the California State University, Office of the Chancellor, and make a difference in providing access to higher education. We are currently seeking experienced candidates for the position of IT Project and Change Manager. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. The CSU Chancellor's Office offers a premium benefit package that includes outstanding vacation, health, and dental plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 15 paid holidays a year.

    Salary

    The anticipated salary hiring range is up to $129,888 per year, commensurate with qualifications and experience.

    Work Arrangements

    Flexibility to telecommute two days a week, with three days on-site at the main headquarters in Long Beach, California.

    Position Information

    The California State University, Office of the Chancellor, is seeking an IT Project and Change Manager to integrate project management and change management disciplines to deliver strategic initiatives that achieve measurable results, strengthen organizational readiness, and drive operational efficiency across the Chancellor’s Office and 22 campuses.

    With a focus on leveraging industry’s best practices, PCMO standards, and innovative methodologies, the IT-PMCM drives accountability, fosters meaningful stakeholder collaboration, and champions a culture of adaptability and continuous improvement. By addressing the evolving needs of higher education, this role plays a critical part in advancing CSU’s mission, strengthening institutional effectiveness, and enhancing student success.

    Responsibilities

    Under the general direction of the Director of Project and Change Management Office, the IT Project and Change Manager will perform duties as outlined below:

    Project Management for IT and Systemwide Initiatives:

    -Manage IT projects and systemwide initiatives to align with CSU’s mission and strategic goals.

    -Develop detailed project plans that define scope, timelines, budgets, resources, and risk mitigation strategies.

    -Monitor project progress to ensure timely delivery, budget adherence, and quality standards.

    -Identify and resolve project risks and issues using mitigation strategies and contingency plans.

    -Conduct project closeout activities, including lessons learned sessions and post-implementation reviews.

    -Collaborate with cross-functional teams to operationalize project deliverables and integrate them into business workflows.

    -Update project documentation in the Project Portfolio Management (PPM) system regularly as per PCMO standards.

    Integrated Change Management for IT Projects and Systemwide Initiatives:

    -Design and implement change management strategies to ensure successful adoption of IT project outcomes.

    -Conduct impact analyses and readiness assessments to identify and address challenges.

    -Develop and execute communication plans, training sessions, and readiness initiatives to support organizational changes.

    -Track and report change adoption metrics to leadership to evaluate effectiveness.

    -Align change management activities with ITS compliance protocols and change control processes.

    Stakeholder Engagement and Communication:

    -Build and maintain strong relationships with stakeholders across campuses and the Chancellor’s Office.

    -Facilitate workshops, feedback sessions, and stakeholder collaboration to ensure alignment and resolve conflicts.

    -Prepare and distribute updates, reports, FAQs, and meeting summaries tailored to stakeholder needs.

    -Act as a liaison between technical teams and business units to ensure shared objectives and clear communication.

    -Promote transparency by providing accessible and effective project communications.

    Strategic Support for PCMO Initiatives:

    -Advocate for the PCMO’s mission, vision, and values by actively contributing to initiatives that enhance organizational alignment and impact.

    -Lead process improvement efforts to streamline workflows and increase operational efficiency.

    -Represent the PCMO in systemwide initiatives, fostering collaboration, facilitating knowledge sharing, and promoting project and change management best practices.

    -Follow PCMO guidance and Standard Operating Procedures (SOPs) to ensure baseline project documentation is accurately maintained and accessible in SharePoint.

    -Support and grow The Insider Community of Practice.

    -Support professional development programs to enhance project and change management skills across the CSU system.

    Other Duties and Innovation:

    -Address emergent priorities and ad hoc responsibilities aligned with organizational goals.

    -Research and apply best practices, emerging technologies, and methodologies to enhance PCMO services.

    -Explore innovative solutions to improve efficiency and streamline processes.

    -Provide flexible support to adapt to evolving organizational needs.

    -Foster continuous improvement by integrating forward-thinking approaches into PCMO initiatives.

    Qualifications

    This position requires:

    Education Requirements:

    -A Bachelor’s degree in a related field (e.g., Information Technology, Business Administration, Organizational Leadership) or equivalent combination of education and experience.

    -A Master’s degree in a related field preferred, demonstrating advanced knowledge and a commitment to professional growth in project and change management.

    Professional Experience:

    -5+ years of experience managing large-scale IT projects or systemwide initiatives using structured methodologies and tools.

    -5+ years of experience leading organizational change initiatives, including the application of change management frameworks and methodologies to ensure adoption and sustainability.

    -5+ years of experience developing and implementing communication and training plans for diverse audiences, with a focus on stakeholder engagement and knowledge transfer.

    -3+ years of experience working in a large, complex organization, preferably in higher education, demonstrating an understanding of its unique challenges and dynamics.

    Preferred Professional Experience and Certifications:

    -Experience working within IT governance frameworks and managing projects that span multiple campuses or institutions.

    -Experience in roles that required balancing strategic leadership with hands-on project execution.

    -PMP certification (or equivalent). Candidates without certification must demonstrate 7+ years of technology project management experience and commit to obtaining certification within one year.

    -Change management certification, such as ProSci Change Management Practitioner, reflecting expertise in managing organizational transitions.

    -Additional certifications in Lean, Six Sigma, Agile/Scrum, or other process improvement methodologies.

    Required Skills, Knowledge, and Abilities:

    -Demonstrated ability to lead cross-functional teams, manage multiple priorities, and deliver projects aligned with organizational goals.

    -Proven ability to apply structured methodologies to plan, execute, and monitor organizational change initiatives that drive adoption and realization of benefits.

    -Skilled in crafting and delivering clear, tailored communication strategies to diverse audiences, ensuring alignment and understanding.

    -Proficient in analyzing complex scenarios, identifying risks, and creating actionable strategies for success.

    -Expertise in project management software, portfolio management tools (e.g., ServiceNow PPM), and familiarity with IT systems implementation in enterprise or higher education contexts.

    -Strong interpersonal skills to build trust and foster collaboration across diverse teams and leadership groups.

    -Ability to prioritize effectively, manage competing demands, and deliver results in dynamic and fast-paced environments.

    -Experience analyzing workflows, identifying inefficiencies, and aligning strategies to improve operational outcomes.

    Preferred Skills, Knowledge, and Abilities:

    -Knowledge of portfolio prioritization, resource optimization, and reporting for strategic alignment.

    -Proficiency in mediating disputes, facilitating discussions, and achieving consensus among stakeholders.

    -Experience managing interconnected projects within a program framework to optimize resource use and achieve broader objectives.

    -Expertise in methodologies such as Lean, Six Sigma, or Agile for driving efficiency and innovation.

    -Familiarity with implementing and adopting enterprise IT systems, particularly in higher education or public-sector environments.

    -Ability to analyze metrics, monitor key performance indicators, and leverage insights for decision-making.

    -Experience managing vendor relationships and aligning third-party services with organizational objectives.

    -Understanding of campus systems, governance structures, and the unique needs of higher education institutions.

    -Willingness to travel up to 10% to engage stakeholders, support initiatives, and ensure alignment across the system.

    Conflict of Interest
