    The Position

The Director of Housing & Community Services is responsible for the overall management and administration of the Department of Housing & Community Services overseeing the Affordable Housing, Homeless Programs and Housing Authority (Farmworker Centers) Divisions, including development of the department’s objectives and design and implementation of supporting programs, processes, policies, and/or procedures to successfully achieve housing objectives. The incumbent is also responsible for the development, administration, and control of associated budgets. This classification is designated as an "at will" classification.

    The I deal Candidate

Napa County seeks a mission-driven, systems-level leader with deep expertise in affordable housing, homeless services, and community program administration. The ideal candidate brings a strong foundation in public administration or a related field, combined with hands-on experience managing complex, multi-funded operations and leading high-performing teams. They are equally comfortable presenting to a Board of Supervisors, negotiating with state agency partners, and leading community conversations with residents — translating policy and community needs into programs that produce real outcomes for vulnerable populations. The ideal candidate will bring:
    • Program expertise working with special populations including farmworkers, individuals experiencing homelessness, and individuals living with severe housing insecurity
    • Fiscal acumen to steward a diverse grant portfolio, manage match requirements, and maintain audit-ready compliance across multiple funding streams
    • Policy fluency to lead legislative advocacy at the local and state level and represent the County in local, regional and statewide forums
    • Partnership skills to cultivate and sustain public-private relationships with nonprofits, healthcare systems, industry partners, and community-based organizations
    • Executive presence to serve as department head and trusted advisor to County leadership, the Board, and external stakeholders

Above all, Napa County is looking for a leader who brings both analytical rigor and genuine commitment to service — someone who understands that housing is infrastructure, and that stable, affordable homes are the foundation of individual and community well-being.
