POSITION Under general supervision, interprets, implements, communicates, and enforces guidelines and regulations to program participants, property owners, and other interested parties.

TASKS - Conduct interviews with interested parties to determine eligibility for the housing programs;
- Verify client information and maintain records, prepare registration and investigation packets, and contract documents;
- Calculate rents for Participants and Landlords, negotiate contract rents with owners participating in the program, and investigate fraud allegations;
- Update computer system for recertifications, owner and tenant amendments, rent increases, unit and property exemptions, issuance of registration certificates, process registration and penalty payments, and prepare documents for violation cases;
- Researches and resolves applicant, tenant, owner, and citizen complaints regarding housing programs, provides the program participants with program rules, regulations, and violations;
- Keep abreast of current and proposed federal laws and guidelines for rent control and just cause eviction laws to ensure compliance with guidelines;
- May perform housing inspections to ensure program compliance standards and generate formal correspondence to tenants and owners regarding program policies and procedures;
- Attend meetings and Outreach activities to provide program education to staff, participants, and landlords, and improve skills and knowledge of best practices for City housing programs;
- Refer clients to Agencies that have specific services (LAFLA, LA County Health, Building Safety, Code Enforcement).
QUALIFICATIONS A high school diploma or equivalent
AND four (4) years of progressively responsible experience in housing, property management, or social services/grant-funded programs.
KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS - Knowledge of housing standards, regulations, and guidelines, housing programs, practices, and principles, and case and record management; 3Di Housing Software; Conflict resolution techniques, mathematical calculations, a variety of social services programs addressing housing issues and concerns;
- Skilled in providing and following oral and written instructions, establishing and maintaining productive working relationships with both internal and external customers; Identifying various property types subject to the Housing Protection Program, Payment pro-rations, Property Ownership, and Primary Residential verification; defusing conflicts and problem-solving;
- Ability to exercise sound judgment in challenging situations, work independently and with a team; make accurate calculations, verify information, demonstrate strong attention to detail, effectively communicate verbally and in writing, perform essential duties with little to no immediate supervision, ability to speak English and a second language (Spanish) is highly desirable;
- Proficient in operating office equipment, including computers and software, fax machines, copiers, scanners, and other specialized equipment, MS Office software packages, and other industry-related software.
THE SELECTION PROCESS Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year.
