The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Predictive Data Analyst vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Predictive Data Analyst.
Essential Job Functions- Assists department stakeholders to define data needs and requirements to ensure data science projects meet business needs at the community, regional, divisional, departmental, or county-wide level.
- Collaborates with other department subject matter experts to understand, identify, and select available and relevant sources of data for use cases, including internal and external data sources.
- Collaborates with data administrators and other IT staff to develop data pipelines and ensure the availability of quality data.
- Uses statistical programming languages and packages, computer scripting languages, and/or domain-specific languages to digest, manipulate, prepare, augment, evaluate, analyze, summarize, and visualize data.
- Conducts end-to-end predictive data modeling projects that include basic exploratory data analysis, feature engineering, model selection, deployment of models into production environments, and visualization of findings.
- Uses advanced data visualization techniques to create data dashboards and reports to be used by varying levels of the enterprise and business managers.
- Uses supervised machine learning techniques on less complex business problems, with an understanding of algorithms, feature selection, variable importance, hyper parameter tuning, and optimization.
- Performs data management and manipulation, including the writing of data queries of departmental databases and data marts, data cleaning, and joining of multiple and disparate data sets.
- Extracts and organizes data and applies quality-control techniques to ensure the accuracy and completeness of all data; researches source documents and coordinates with others to resolve missing or conflicting data and other anomalies.
- Assists in planning, designing, and managing experiments, consumer surveys, and other data collection projects to augment existing sources of data as necessary to solve business problems.
- Works with program staff to understand the implications of analyses and to ensure that findings are actionable and support data-driven program, policy, and operational decision-making.
- Assists in coordinating with various functional teams to develop and implement products, services, tools, or business process changes resulting from the analysis.
- Accesses ongoing training and professional development to maintain familiarity with current industry and academic research to apply the latest and most useful statistical learning techniques to help extract patterns and trends from data.
Requirements Requirements to Qualify Four (4) years of experience with responsibility for planning, designing, conducting, and evaluating research projects involving the application of techniques of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to complex experimental designs leading to actionable findings and recommendations. One (1) year of experience must have included data science coding language.

License A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications - Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
- 24 semester units or 36 quarter units in data science, predictive analytics, quantitative research methods, or statistical analysis - OR - two (2) additional years of experience beyond the requirements.
- Six (6) months of experience within the last two (2) years in one or more of the following:
- Working with real-world administrative datasets, including identifying and resolving common data quality issues such as missing values, duplicate records, and inconsistent coding across sources.
- Producing recurring reports or dashboards from administrative data systems using tools such as Tableau, Looker, Power BI, Databricks Dashboards, Sparks, Azure Synapse, or equivalent platforms.
- Communicating analytic findings clearly in writing and in presentations to non-technical audiences such as program managers or executive staff.
- Using version control or collaborative coding tools (e.g., Git, shared notebooks) in a team analytic environment.
- Working with Stata, SQL, Python, R, or other code-based analytics languages.
- Conducting quality assurance (QA) on reports, projects, or coding logic to ensure data accuracy.
- Working on an Extract, Transform, and Load (ETL) process using data input tools to clean and combine datasets.
- Six (6) months of experience within the last year with advanced analytical techniques, such as logistic regression, decision trees, or gradient boosting.
Additional Information Exam Content During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
