    The Los Angeles County Probation Department is recruiting highly motivated and career-minded individuals to fill the position of Contract Program Auditor. To view classification standards for the position, Click here .

    Essential Job Functions

    • Conducts program reviews of Community Based Organizations and subcontract providers to ensure service for At Risk/High Need programs are maintained and in compliance with the Statement of Work, County, Federal, and State guidelines.
    • Conducts programs administrative and financial reconciliation to ensure compliance with County Monitoring Guidelines, State and Federal requirements.
    • Conducts on-site visits to ensure services are provided according to all areas of contracted services while providing technical assistance to contractors and Probation staff to ensure contractual compliance.
    • Notifies providers of problems and/or areas of non-compliance; works with providers to correct the situation and follows up to ensure corrective action is taken or initiates additional action, as necessary.
    • Prepares audit reports in accordance with auditing standards.
    • Ensures contractors comply with case management and required data.
    • Verifies program requirements, services delivery, and summarizes them into clear and concise written and/or verbal audit report to management.


    Requirements

    REQUIREMENTS TO QUALIFY:

    Option I:
    Two (2) years' experience in assisting in the planning, developing, monitoring, evaluating, or auditing of health or social service contracts or programs at the level of Los Angeles County classes of Administrative Assistant III* or Research Analyst II, Behavioral Science*.

    Option II: A Bachelor's degree** from an accredited four-year college and three (3) years' experience providing direct health or social program services, one year of which must have been in program planning and evaluation, program development, research and analysis, or other administrative functions at the level of Los Angeles County classes of Senior Health Educator* or Community Services Coordinator II*.

    LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out essential functions.

    Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    VETERANS CREDIT
    If you are a veteran, you may be eligible for veteran's credit, which is an additional 10% of the total points added to a passing score.     SPECIAL REQUIREMENT INFORMATION:
    *Experience at the level of the Los Angeles County classes listed in the Requirements to Qualify is defined as follows:

    Administrative Assistant III: Defines, analyzes, and makes recommendations for the solution of highly complex operating, budgetary and financing, and other management problems of a county department, and participates in the implementation of their solution.

    Research Analyst II, Behavioral Sciences: Assists in planning and conducting research projects involving experimental designs, field studies and surveys in the behavioral or social science.

    Senior Health Educator: Plans, directs, coordinates, evaluates, and oversees health education programs in a specific health subject or in a service planning area.

    Community Services Coordinator II: Has functional responsibility for the implementation of the policies and programs of the Community Services Department in a specialized field such as community organization development, youth services or special research projects and statistical analysis. Advises and assists staff members and county-wide community organizations in matters relating to juvenile and adult delinquency prevention.

    You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

    **To receive credit for your education, include a legible copy of your official diploma, official transcript, or letter/certificate from an accredited institution within seven (7) days of filing your application. The document should show the date the degree was conferred and be in English. If not in English, then translation is required. International degrees must be evaluated for equivalency to U.S. standards if not listed in the International Handbook of Universities or World Higher Education Database.     DESIRABLE QUALIFICATIONS:
    Additional points will be given for experience beyond what is required in the Requirement to Qualify and who possess the following desirable qualifications:
    • Experience working with community-based organizations and subcontract providers related to operational process and program supports.
    • Experience in presenting oral and written reports to management and recommending corrective action.
    • Experience conducting on-site visits to gather and compile relevant information and to determine if the contractor or vendor follows contractual provisions.
    • Experience conducting audits in an organization involving invoices and financial reconciliation.

    EXAMINATION CONTENT
    This examination will consist of an Evaluation of Education and Experience based upon the application information, desirable qualifications and supplemental questionnaire weighted 100%.

    Applicants must receive a passing score of 70% or higher on the Evaluation of Experience to be added to the list.

    ELIGIBILITY AND VACANCY INFORMATION:
    Applicants who passed the assessment will be placed on a list for a period of 12 months. We will use this list to fill vacancies in the Probation Department as they occur.

    No person may compete in this examination more than once every twelve (12) months.
