Senior Analyst, Government & Regulatory Affairs Plains seeks an experienced Senior Analyst to sustain and enhance state and local government and regulatory affairs. The role collaborates with internal and external stakeholders to identify, evaluate, and address issues or opportunities, develop and execute public affairs strategies, engage policymakers, monitor legislative and regulatory developments, and manage consultants across the U.S.Responsibilities Manage and assess the performance of contract lobbyists across geographically dispersed areas.Serve as the Plains Government Relations representative, building productive relationships with policymakers aligned with business priorities.Participate in trade associations or coalition activities to identify, monitor, and engage on organizational issues.Monitor and communicate relevant policy issues within the organization, collaborating to influence outcomes in line with business needs.Act as a registered lobbyist in assigned jurisdiction(s) when required.Develop reports, briefing materials, and updates for executive leadership.Plan and execute stakeholder engagement initiatives with public officials in communities where Plains operates.Support messaging alignment across stakeholder types in accordance with business priorities and company values.Collaborate with field leadership and colleagues to cultivate constructive relationships with government and community stakeholders.Plan and manage Plains' political giving activities, supporting the administration of the employee‑funded Political Action Committee.Develop and implement state and local‑level political engagement recommendations aligned with business priorities.Coordinate with Communications to identify opportunities for employee mobilization on high‑priority policy issues.Monitor incidents that may affect the public perception of the organization and assist in communication with government stakeholders during operational or reputational incidents.Participate in incident communications training and exercises as requested.Qualifications Highest standards of personal ethics and integrity, supported by open and honest communication.Excellent interpersonal skills and ability to build effective collaborative relationships with internal and external personnel at all levels.Positive, collaborative spirit to build consensus and camaraderie.Strong sense of urgency and proactive approach to solving problems.Ability to anticipate business needs, identify and implement solutions.Capacity to develop cross‑functional teams when needed to address challenges strategically.Skill to prioritize and manage multiple projects simultaneously while meeting deadlines and paying careful attention to detail.Self‑directed, dependable, comfortable exercising judgment in a fast‑paced, high‑priority environment.Excellent presentation, writing, and verbal communication skills.Proficient with Microsoft Office (Word, Excel, PowerPoint) and collaboration tools such as Teams or SharePoint.Travel capability (~25%) and willingness to work extended or off‑hours as needed to deliver priority projects.Experience Bachelor's degree, preferably in Government, Communications, Journalism, or a related field.10+ years of experience in government relations, public affairs, or related fields.Energy, infrastructure or government/political experience preferred.Knowledge of the political and legislative process, with experience in external affairs strategies.Prior experience serving as a registered lobbyist.Prior experience managing budgets and performance of contract lobbyists across multiple jurisdictions.Clear criminal background check and satisfactory reference checks.Compliance with the company's drug and alcohol policy, including pre‑employment testing.Not eligible for employment‑based visa sponsorship; must be authorized to work in the U.S.Benefits Eligible for company benefits including Medical, Dental, Vision, Paid Time Off (PTO), and Free Parking.Equal Opportunity Employer We are proud to be an Equal Opportunity Employer.
