Overview
Golden Key Group is seeking a Competencies Expert to support Human Resource Management (HRM) initiatives focused on workforce capability development and competency-based workforce planning. The Competencies Expert will serve as a subject matter expert in the development, assessment, evaluation, and improvement of competency models, behavioral indicators, and proficiency standards used to support workforce management and organizational performance. This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients. Responsibilities
Develop, assess, evaluate, maintain, and improve competency models, behavioral indicators, and proficiency standards in accordance with established guidelines.
Conduct competency gap assessments and recommend strategies to address workforce capability gaps.
Apply competencies to define work roles, occupational job groupings, and workforce capability frameworks.
Support implementation and sustainment of competency-based human capital initiatives.
Provide expert guidance on competency frameworks and workforce capability assessments to program leadership.
Communicate findings and recommendations effectively to agency leaders, managers, and workforce stakeholders.
Ensure all deliverables meet contract quality standards and performance requirements.
Other duties as assigned. Qualifications
Master's degree or higher in Industrial-Organizational Psychology, Organizational Development, Human Capital Management, or a related field from an accredited institution. Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance required.
Minimum 5 years of experience developing competency models, behavioral indicators, and related competency factors in accordance with applicable professional standards or uniform guidelines.
