Senior Legal Counsel Government Affairs & Regulatory Compliance
The Senior Legal Counsel Government Affairs & Regulatory Compliance serves as the organization's primary legal advisor on state and federal legislative and regulatory matters. This role leads proactive legislative strategy, manages external lobbyist relationships, and provides expert guidance on the legal and regulatory framework governing vehicle titling, licensing, and related processes. The position works directly with the VP of Legal and cross-functional stakeholders to advance RB Global's legislative agenda and ensure operational compliance with evolving laws and regulations.
Responsibilities:
- Monitor, analyze, and track legislative bills and proposed regulations across all 50 states and at the federal level on topics impacting RB Global's business.
- Develop and execute legislative strategy in coordination with the VP of Legal, including engagement of external lobbyists to promote, amend, or defeat legislation.
- Draft formal comments, propose statutory language, and prepare amendments for bills and rulemaking proceedings.
- Prepare written testimonies and testify before legislative committees. Coordinate testimony by Operations personnel or external lobbyists.
- Champion legislation related to Alternative Title Processes, E-Signature adoption, and E-Titling processes at state and federal levels.
- Lead cross-functional implementation of newly enacted laws and regulations, partnering with Operations, Title Operations, Compliance, and other stakeholders.
- Conduct legal research on titling, licensing, and regulatory topics for Operations, Sales, Title Ops, and Transportation teams.
- Partner with Buyer Services on buyer registration, licensing requirements, and the establishment and maintenance of Who Can Buy Rules.
- Prepare and file all required federal and state lobbying disclosure reports.
- Prepare and publish Legislative Updates for providers and maintain State Regulatory Guides for internal customers.
- Support the Compliance Department and Title Training & Development Department on regulatory matters and oversee paralegal support on licensing.
Qualifications:
- Juris Doctor (J.D.) from an accredited law school; active bar membership in at least one U.S. jurisdiction.
- Active bar membership required. Familiarity with E-Signature and E-Titling legislative initiatives preferred.
- 7+ years of legal experience with a focus on government affairs, regulatory compliance, or legislative advocacy. Deep knowledge of state and federal legislative processes, lobbying regulations, and vehicle titling/DMV regulatory frameworks. Experience in the automotive remarketing, salvage, or insurance industry preferred.
- Excellent interpersonal and negotiation skills, solid judgment and a "results-focused" business mind.
- Strong written and verbal communication skills essential.
- Ability to work in a hybrid environment. (3 days a week in office) based out of our Westchester, IL corporate headquarters.
