ERS is seeking a PeopleSoft Developer to perform highly complex to advanced (senior-level) computer programming work and systems analysis duties for the Maintenance Team in the area of Benefits Administration, Pension Administration and other HR Applications in the Software Engineering section of Information Systems. Work involves project planning and coordination; analyzing user requirements, procedures and problems to automate processing or to improve existing systems; systems integration; analyzing proposed computer applications; writing complex programs; and giving technical assistance to programming personnel. Works under limited to minimal supervision of the Maintenance Team Manager and Software Engineering Director, with considerable latitude for the use of initiative and independent judgment.
Essential Responsibilities include, but are not limited to:
- Writes complex high quality source code to program complete applications within deadlines.
- Writes, tests, debugs complex PeopleSoft programs like SQR, Application Engine, PeopleCode, COBOL, etc.
- Understands client requirements and how they translate in application features.
- Performs highly advanced analysis and development of all ERS PeopleSoft applications and modules.
- Performs unit and integration testing before launching and conduct functional and non-functional testing, troubleshoot and debug applications.
- Performs on-call or scheduled after hours work as required and other duties as assigned.
- Performs project management; project coordination; systems integration; planning programming projects; analyzing proposed computer applications; writing complex programs; and giving technical assistance to programming personnel.
- Maintains the data integrity within Benefits Administration, Pension Administration, Core HR, Financials PeopleSoft applications.
- Prepares detailed analyses, plans, diagrams and procedures within a technical design document for existing and proposed PeopleSoft applications.
- Prepares and provides recommendations for technical solutions to enhance business processing efficiency of existing and/or new processes.
- Demonstrates developed functionality to agency staff prior to the implementation of new or revised technical solutions and offers advice and guidance during the implementation process.
- Determines the level effort in implementing changes or enhancements to existing PeopleSoft systems due to changes in user requirements, legislative mandates, and new software releases.
- Provides quality control through the application of the standards, procedures and guidelines adopted by the ERS and by insuring that user requirements are met.
- Provides technical advice and assistance to management and technical staff in matters relating to PeopleSoft benefits administration, pension administration, core HR, and Financials development activities.
- Collaborates with a team of IT professionals to set specifications for new applications.
- Serves as a mentor for other ERS programmers.
- Works with ERS consultant resources to provide and/or obtain knowledge transfer.
- Designs and implements new or revised methods that more effectively meet agency needs.
- Assists with the identification of areas for needed change, maintenance and tuning that meet performance standards and makes recommendations for improvement.
- Assists in the development of standards, procedures and guidelines related to Information Systems
- Assists in resolving data-related issues and troubleshoot user inquiries
- Assists business analysts and users in defining a project or problem, feasibility of the project and provides estimates for a project or problem solution
- May act as a development lead for projects teams, assisting and guiding other developers on technical solutions pertaining to the project and reporting status and roadblocks to management as necessary.
- Attends work regularly in accordance with agency leave and attendance policies.
- Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Programmer IV will complete all essential functions of the Programmer III, in addition to the following::
- Collaborates with a team of IT professionals to set specifications for new applications.
- Provides technical advice and assistance to management and technical staff in matters relating to PeopleSoft benefits administration, pension administration, core HR, and Financials development activities.
- Assists business analysts and users in defining a project or problem, feasibility of the project and provides estimates for a project or problem solution
- May act as a development lead for projects teams, assisting and guiding other developers on technical solutions pertaining to the project and reporting status and roadblocks to management as necessary.
Programmer V will complete all essential functions of the Programmer IV, in addition to the following:
- Performs project management; project coordination; systems integration; planning programming projects; analyzing proposed computer applications; writing complex programs; and giving technical assistance to programming personnel.
- Serves as a mentor for other ERS programmers.
- Works with ERS consultant resources to provide and/or obtain knowledge transfer.
- Designs and implements new or revised methods that more effectively meet agency needs.
Other Duties and Responsibilities:
- Performs other duties as assigned.
- May work over time on occasion, as needed.
Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:
- Graduation from an accredited four-year college or university with a degree in data processing, computer science, business or a related field. Qualifying experience beyond the minimum required may substitute for education.
- Three (3) to five (5) years¿ experience (depending on classification level) of PeopleSoft development experience with PeopleSoft HRMS, Benefits Administration, Pension Administration and/or Financials modules.
- Three (3) to five (5) years¿ experience (depending on classification level) in development work using PeopleSoft PeopleTools.
- Three (3) to five (5) years¿ experience (depending on classification level) using SQL with an Oracle database.
- Three (3) to five (5) years¿ experience (depending on classification level) of writing SQR programs.
- Three (3) to five (5) years¿ experience (depending on classification level) with PeopleSoft Application Engine programming.
Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:
- Experience with Oracle Policy Automation (OPA) rule engine.
- Experience with PeopleSoft XML Publisher.
- Experience with PeopleSoft integration with other PeopleSoft and/or third party applications using web services.
- Experience with cVision/Cristal Reports.
