General Description
This position performs advanced (senior-level) project management work. This position is part
of the Information Technology Services team, which is driven to provide excellent customer
service and deliver project excellence. In this role, the employee will initiate and manage
information technology projects. The employee must be collaborative, adaptable, and
dedicated to the success of agency programs. They must demonstrate that they are selfmotivated
and resourceful, to successfully manage multiple projects at the same time, deliver
accurate and timely results, and work well with a team. They will work under limited
supervision, with considerable latitude for the use of initiative and independent judgment. This
position reports to the Chief Information Officer.
Job Duties include:
¿ Develop and implement plans to communicate project methodology and processes to
interested groups and team members.
¿ Create documentation procedures to capture and manage changes in original project
plan.
¿ Oversee multiple projects concurrently.
¿ Obtain authorization and commitment at different project approval gates.
¿ Demonstrate and document business need and project feasibility with senior leadership.
¿ Drive project momentum to conform to project timelines.
¿ Prepare and present project status reports and other documents to various levels of
stakeholders, internal and external.
¿ Work, individually and with the project team, on requirements gathering and change
specification.
¿ Work in a team-based Agile development environment building applications with
involvement in designing, coding, testing, debugging, and documenting those systems.
¿ Document standard operating procedures where necessary.
¿ Monitor and help resolve project issues.
¿ Perform other duties as assigned.
General Qualifications and Requirements
¿ Graduation from an accredited 4-year college or university with major coursework in
business administration, project or program management, computer science,
management information systems, or a related field. Additional working experience
beyond what is required below may substitute for college education, year for year.
AND
¿ A minimum four years¿ professional working experience, managing medium to large
information technology projects.
Preferred Qualifications
¿ Experience managing projects subject to Quality Assurance Team (QAT) oversight and
preparing associated reports for QAT.
¿ Experience working with a project management tool, such as Microsoft Project,
Atlassian Jira, Monday, or Basecamp.
¿ Experience managing application modernization projects that include migration to new
technology platforms.
¿ Experience developing project budgets for internal and outsourced resourcing.
¿ Experience with the Texas Comptroller¿s financial and accounting systems, including the
Uniform State Accounting System (USAS), Centralized Accounting and Payroll/Personnel
System (CAPPS), and related underlying processes.
¿ Experience with payment processing systems, credit card processing, tokenization, and
PCI-DSS compliance concepts.
¿ A job-related certification, such as PMP, PMI-ACP, PMI-PBA, PROSCI Certification, or
similar.
Knowledge, Skills, and Abilities:
¿ Knowledge of Agile development methodologies and disciplines.
¿ Knowledge of common office software, basic networking concepts, and basic web and
application development concepts.
¿ Knowledge of accessibility and cybersecurity standards and best practices in software
development.
¿ Ability to work with users and IT staff in a professional and courteous manner,
individually as well as in team settings.
¿ Ability to provide accurate time estimates for projects and daily tasks.
¿ Ability to write clear, accurate, and concise documentation of programs and procedures.
¿ Ability to observe agency and department policies and standard operating procedures.
¿ Ability to maintain confidentiality and protect sensitive data.
¿ Ability to demonstrate flexibility in changing assignments and project work.
¿ Ability to provide periodic after¿hours support for application deployment and problem
resolution.
¿ Ability to attend work regularly and observe approved work hours in accordance with
agency state employee policies and procedures handbook.
¿ Ability to use initiative, creativity, and explore new ideas to accomplish tasks.
¿ Skill in managing multiple tasks, using good organizational and problem-solving skills.
¿ Skill in excellent verbal and written communication.
¿ Skill in developing project charters, business cases, and business requirement
documents for information technology projects.
¿ Skill in developing project timelines and regular status reporting to executive
stakeholders.
¿ Skill in coordinating project meetings and documenting / tracking action items from the
meetings.
¿ Skill in coordinating project team members to designate task-assignment and follow
through to completion.
¿ Skill in leading the project team to analyze requirements, deconflict and breakdown into
smaller tasks.
¿ Skill in tracking project burndown and budget consumption
