The Undersea Technology Portfolio, within SPA's Sea, Land, & Air Division, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging technologies and warfighting capabilities. We support clients across the undersea, naval special warfare, and expeditionary warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology.
SPA has a future need for Navy Qualified Validators.
Responsibilities
The candidate will support a PEO (SUB) Program Office and act as the Navy Qualified Validator responsible for the Navy PEO (SUB)'s Risk Management Framework. The candidate will provide information assurance (IA)/risk management framework (RMF) expertise to government Program or Project Managers who oversee Undersea Acoustic Systems, Combat Submarines, Imaging Systems, or Training Systems. The candidate will:
- Provide Undersea Weapon System subject matter expertise to NAVSEA affiliated PEOs and program managers for selected appropriated programs.
- Oversee and assess the cybersecurity risk assessment process within the overall Risk Management Framework (RMF) Assessment and Authorization (A&A) process, assist with the assessment of the security controls, review RMF packages and certify the residual risk in support of an RMF authorization.
- Conduct an independent, comprehensive assessment of the management, operational, and technical controls employed within the Navy system. The validator acts as an independent third party who assesses and validates that the system has implemented the approved security control baseline.
- Support government program managers in evaluating cybersecurity documentation and deliverables from the prime system integrator in support of acquisition milestones and authorizations to operate.

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Salary Range: $115k-$175k.
Qualifications
- Bachelor's degree in a STEM or relevant field (technical or managerial discipline)
- 7+ years of relevant experience demonstrating proficiency in areas discussed above for DoD and business IT systems and the phases of Certification and Accreditation (C&A) process
- Certification as a Level II AND/OR III Navy Qualified Validator (NQV) as defined by DoD Instruction 8510.01 - Risk Management Framework (RMF) for DoD Information Technology (IT)
- Demonstrated leadership and strong communication and customer management skills
- Proficient in the use of Microsoft Office products, including Word, PowerPoint, and Excel
- Active SECRET Security DoD clearance
Desired Qualifications:
- Ten (10) years of relevant experience in Information Assurance (IA) or Certification & Accreditation (C&A) related field
- Familiarity with and understanding of Navy IT sites, systems and infrastructure
- Experience working with Navy C&A efforts as a Navy Validator
