RESPONSIBILITIESExpertise & GrowthBuild new projects and strong rapport with government clients by successfully translating complex needs into actionable service offerings.Apply a deep understanding of federal public health or education policy, funding mechanisms, and operational realities to guide effective project execution.Lead large, complex Federal capture and proposal efforts, collaborating with BD team to build and expand the pipeline.Financial & Resource ManagementOwn the financial health and performance for a specific account, ensuring each contract meets or exceeds targeted direct cost goals.Conduct regular budget‑to‑actual reviews to identify and resolve financial risks, such as under‑utilization or over‑burn, before they impact account health.Work alongside Project Directors to manage direct costs and staffing tiers, maintaining targets while delivering high‑value outcomes.Thought & StrategyProactively identify and capture "on‑contract" growth opportunities, including supplemental funding, costed extensions, and new task orders.Lead the strategy and execution of account growth efforts, growing new business through competitive cost and technical narratives.Results & ExecutionOversee the project lifecycle to ensure deliverables consistently meet JSI's standards of excellence and comply with FAR or State regulatory requirements.Manage staff assignments across the portfolio to ensure optimal billability and resource alignment with technical needs.Monitor program implementation performance and leverage client feedback to drive ongoing project improvements.People & InfluenceServe as the primary executive point of contact for client contracting officers and technical representatives, establishing JSI as the "partner of choice".Partner with Business Development, Finance, Contracts & Compliance, and People & Culture teams to ensure seamless contract mobilization and compliance.Facilitate the sharing of innovations and best practices across projects within the account to improve overall efficiency and impact.Direct and develop a multidisciplinary team of senior leaders, fostering a culture of accountability, innovation, and professional growth in accordance with JSI policies and procedures.QUALIFICATIONSEducation, experience, skills, and competenciesMaster's degree in a related field, e.g., MBA, MPH, MPP, or M.Ed., a related field, or equivalent experience.15+ years of relevant progressive experience with government contracting, with at least 5 years of relevant leadership experience, including financial/account oversight.Significant experience managing project‑level budgets, labor allocations, with a strong understanding of financial management.Proven success developing and securing new project contracts and winning recompetes, securing costed extensions, and expanding an account‑based structure.Existing relationships in key customer segments, such as federal health or education departments or programs, paired with experience working closely with federal public health agencies.Deep proficiency in resource planning tools and the ability to effectively manage team utilization within a professional services environment.Exceptional interpersonal and diplomatic skills with a demonstrated ability to lead teams through ambiguity and uncertainty in a fast‑paced environment, and ability to articulate complex technical concepts to both technical and non‑technical stakeholders effectively.LanguageFluent oral and written English communication skills.Travel expectationWillingness and ability to travel domestically, as necessary (up to 50%).Work environmentMostly operate a computer.Ability to maintain a comfortable and ergonomic posture while working.Work authorization/visa requirements/sponsorshipMust be legally authorized to work in the United States, without visa sponsorship now or in the future.#J-18808-Ljbffr
